1. The subject of the contract is: maintaining the cleanliness and order of pavements, parking bays and gutters in the city of Ostróda in the years 2019-2021:
Part 1. in the southern part - zone 1;
Part 2. in the southern part - zone 2;
Part 3. in the northern part of the city of Ostróda.
2. Requirements for the implementation of the subject of the contract are set out in § 3 para. 2 ToR.
3. Requirements for employment under an employment contract: pursuant to art. 29 paragraph 3a of the Public Procurement Law, in connection with art. 36 paragraph 2 point 8a of the Public Procurement Law, the Employer requires that employees performing activities in the field of the contract, consisting of direct physical performance of work, were employed by the contractor or subcontractor under an employment contract within the meaning of art. 22 § 1 of the Act of 26.6.1974 - Labor Code (i.e. Journal of Laws of 2018, item 917, as amended; hereinafter: KP).
Maintenance of cleanliness and order of pavements, parking bays and gutters in the southern part - zone 1The subject of the contract includes:
1) manual removal of all contaminants from sidewalks, parking bays (including the removal of municipal waste from street bins together with the arrangement of the area around the bin):
a) listed in table 1 of the list of municipal areas covered by the contract (Annex 5a to the ToR) - total area: 20,129.00 m
b) listed in Table 2 of the list of municipal areas covered by the contract (Annex 5a to the ToR) - total area: 17,994.00 m
c) in the winter (in the event of snowfall and icy conditions) on the pavements and parking bays listed in Table 1 of the list of municipal areas covered by the contract (Annex 5a to the ToR), the contractor is obliged to clean mud, snow, ice on a regular basis;
2) mechanical removal of all impurities from the gutters in the street (both sides on 0.75 m wide on each side), including:
a) listed in Table 1 of the list of municipal areas covered by the contract (Annex 5a to the ToR) - total area: 11,904.00 mb:
- daily from April 1 to October 31;
- in the period from January 1 to March 31 and from November 1 to December 31, upon notification of the Employer;
b) listed in Table 2 of the list of municipal areas covered by the contract (Annex 5a to the ToR) - total area: 4,606.00 mb, once a week, in accordance with the agreed schedule.
In the case of gutters, which for technical reasons cannot be cleaned mechanically (e.g. places where cars park), the cleaning should be done manually.
3) Removal of waste collected in bags each time on the Employer's notification - 150.00 m
4) Winter maintenance of order and cleanliness of sidewalks and parking bays (cleaning up mud, snow, ice and other pollutants) in the areas listed in Table 3 of the list of municipal areas covered by the contract (Annex 5a to the ToR), each time by the Ordering Party: 17,994.00 m
5) Pollution should be understood as all types of waste and dirt of any origin that affects the aesthetics, safety and hygiene, as well as the patency of sewage grates located in the road lane. In particular, the Awarding Entity includes impurities: mud, sand, stones, mud, concrete debris, gravel, cigarette butts, broken branches, leaves, animal droppings, growing weeds and grass, all kinds of packaging, paper, glass, bottles, sacks, foils, food remains.
6) Activities referred to in item 1 lit. a and b and point 2 lit. a, first and second indents and point b, will be carried out in the early morning hours, at the latest by 9:00 am (with the proviso that the activities carried out on the Employer's application should be carried out the day after the application).
7) The activities referred to in item 3 must be carried out within the time limit set in the contractor's offer.
8) Activities related to winter maintenance of order and cleanliness on pavements:
a) in the areas indicated in Table 1 of the list of municipal areas covered by the contract (Annex 5a to the ToR), should be carried out on a regular basis;
b) in the areas indicated in Table 3 of the list of municipal areas covered by the contract (Annex 5a to the ToR), should be made each time on the Employer's notification (by phone, fax, e-mail), the service should be started within 2 hours of notification .
Maintenance of cleanliness and order of pavements, parking bays and gutters in the southern part - zone 2The subject of the contract includes:
1) Manual removal of all contaminants from sidewalks, parking bays (including the removal of municipal waste from street bins together with the arrangement of the area around the bin):
a) listed in Table 1 of the list of municipal areas covered by the contract (Annex 5b to the ToR) - total area: 27,311,00 m
b) listed in Table 2 of the list of municipal areas covered by the contract (Annex 5b to the ToR) - total area: 7,937.00 m
c) in the winter (in the event of snowfall and ice formation) on the pavements and parking bays listed in Table 1 of the list of municipal areas covered by the contract (Annex 5b to the ToR), the contractor is obliged to clean mud, snow, ice on an ongoing basis.
2) Mechanical removal of all impurities from gutters in the street (both sides 0.75 m wide on each side), including:
a) listed in Table 1 of the list of municipal areas covered by the contract (Annex 5b to the ToR) - total area: 15,606.00 mb:
- daily from April 1 to October 31;
- in the period from January 1 to March 31 and from November 1 to December 31, upon notification of the Employer;
b) listed in Table 2 of the list of municipal areas covered by the contract (Annex 5b to the ToR) - total area: 5,886.00 mb, once a week, according to the agreed schedule.
In the case of gutters, which for technical reasons cannot be cleaned mechanically (e.g. places where cars park), the cleaning should be done manually.

4) Winter maintenance of order and cleanliness of parking sidewalks and parking bays (clearing mud, snow, ice and other pollutants) in the areas listed in Table 3 of the list of municipal areas covered by the contract (Annex 5b to the ToR), each time by the Ordering Party: 7.937,00 m
5) Pollution should be understood as all types of waste and dirt of any origin that affects the aesthetics, safety and hygiene, as well as the patency of sewage grates located in the road lane. 1) Manual removal of all contaminants from sidewalks, parking bays (including the removal of municipal waste from street bins together with the arrangement of the area around the bin):
a) listed in Table 1 of the list of municipal areas covered by the contract (Annex 5c to the ToR) - total area: 28,095.00 m
b) listed in Table 2 of the list of municipal areas covered by the contract (Annex 5c to the ToR) - total area: 19,416.00 m
c) in the winter (in the event of snowfall and icy conditions) on the pavements and parking bays listed in Table 1 of the list of municipal areas covered by the contract (Annex 5c to the ToR), the contractor is obliged to clean mud, snow, ice on a regular basis.
2) Mechanical removal of all impurities from gutters in the street (both sides 0.75 m wide on each side), including:
a) listed in Table 1 of the list of municipal areas covered by the contract (Annex 5c to the ToR) - total area: 22,344.00 mb:
- daily from April 1 to October 31;
- in the period from January 1 to March 31 and from November 1 to December 31, upon notification of the Employer;
b) listed in Table 2 of the list of municipal areas covered by the contract (Annex 5c to the ToR) - total area: 17,524.00 mb, once a week, according to the agreed schedule.
In the case of gutters, which for technical reasons cannot be cleaned mechanically (e.g. places where cars park), the cleaning should be done manually.
3) Removal of waste collected in bags each time upon the Employer's notification - 300.00 m
4) Winter maintenance of order and cleanliness of sidewalks and parking bays (cleaning up mud, snow, ice and other pollutants) in the areas listed in Table 3 of the list of municipal areas covered by the contract (Annex 5c to the ToR), each time by the Ordering Party: 19 416, 00 m
5) Pollution should be understood as all types of waste and dirt of any origin that affects the aesthetics, safety and hygiene, as well as the patency of sewage grates located in the road lane. In particular, the Awarding Entity includes impurities: mud, sand, stones, mud, concrete debris, gravel, cigarette butts, broken branches, leaves, animal droppings, growing weeds and grass, all kinds of packaging, paper, glass, bottles, sacks, foils, food remains.
6) Activities referred to in item 1 lit. a and b and point 2 lit. a, first and second indents and point b, will be carried out in the early morning hours, at the latest by 9:00 am (with the proviso that the activities carried out on the Employer's application should be carried out the day after the application).
7) Activities referred to in para. 3, should be carried out within the period in accordance with the contractor's offer.
8) Activities related to winter maintenance of order and cleanliness on pavements:
a) in the areas indicated in Table 1 of the list of municipal areas covered by the contract (Annex 5c to the ToR), should be carried out on a regular basis;
b) in the areas indicated in Table 3 of the list of municipal areas covered by the contract (Annex 5c to the ToR), should be made each time on the Employer's notification (by phone, fax, e-mail), the service should be started within 2 hours of notification .
