This contract is launched according to a procedure corresponding to a competitive dialogue conducted under Articles L. 2124-4 and R. 2161-24 to 31 of the Public Order Code, it aims at the realization and implementation Customer Relationship Management (CRM). The dialogue takes place in successive phases and ends when the contracting authority considers that the discussion has come to an end. However, and as an indication, there is a maximum of 3 dialogue phases.
