There are 3 separate sub-contracts for passenger transport on Samsø.
Subpart 1 includes a 6-year public contract for conducting telecommunication, school bus and handicap services.
Sub-contract 2 includes a 2-year public contract (with the possibility of extensions up to 6 years) concerning. provision and execution of taxi services on Samsø.
Sub-agreement 3 includes a 2-year framework agreement (with the possibility of an extension up to a total of 4 years) concerning. execution of visited driving on Samsø.
Telebus driving, School bus driving and Disability drivingSubsection 1 includes telebus driving, school bus driving and disability driving in Samsø Municipality. Driving must be carried out with 3 minibuses during so-called warranty periods, where all hours are purchased and paid for by the client. The specific hours are shown in Appendix 4 - Guarantee hours.
In addition to the mentioned journeys, the supplier must also act as a journeys office for coordination of journeys during the guarantee hours.
The award criterion is price. Tenders are submitted by completing the offer list for Part 1 with the requested hourly rate. To ensure the winning bidder sufficient opportunity to write off investments in new vehicles, a contract with a duration of 6 years will be signed, commencing on August 10, 2020.
As the municipality of Samsø has a fixed budget for driving covered by part 1 and there must also be room for unforeseen events, offers with an offered hourly price of more than SEK 425 will be considered unconditional.
The sub-agreement includes driving with 3 minibuses, as described in the requirement specification for sub-agreement 1. There is a requirement for a security in the form of a demand guarantee for each minibus of DKK 100,000.
Taxi servicesSubsection 2 is an agreement to provide, for a predefined number of hours, one and two taxis for driving on Samsø, respectively, for an annual fee of a total of DKK 300,000. In connection with the award of the agreement, points will be given to make 1 or 2 taxis available during the remaining hours and will be evaluated on the hourly rate offered. The award criterion is the best price-quality ratio. The taxi must also act as a back-up for the telecommunications bus operation covered by sub-agreement 1, so that during peak periods, taxis can be used to secure telebus or disability services. During the summer period, more cars will be required, and further sales can be expected, especially during the summer holidays of the schools.
Tenders are submitted by completing the offer list for sub-contract 2 with a taxi fare per hour performed for the contracting entity and the number of extra hours taxi service offered, respectively. A maximum allowable price is offered for driving performed for the contracting entity.
The requirements of the sub-agreement are set out in Appendix 6 - draft contract sub-agreement 2. A two-year agreement will enter into force on June 22, 2020, with the possibility of renewal up to 2 times 2 years. Earnings are not offset against the fixed annual remuneration of DKK 300,000.
It is possible to make the offer depending on the award of a contract on sub-agreement 1 - telebus driving, school bus driving and disability driving when submitting tenders for sub-contract 2 - taxi driving. This is stated on the offer list for part 2 agreement.
Visited drivingThe sub-agreement includes visited driving, preferably driving to the doctor, for the citizens who have visited the service.
An hourly rate must be set for the run when completing the offer list for part three. The award criterion is price.
It is possible to make the offer depending on the award of contract on part 1 - telebus, school bus and disability and / or part 2 - taxi.
A two-year framework agreement will be offered with an operational start on August 10, 2020, with the possibility of renewal on unchanged terms for a further 2 years. No assurance can be given for the actual turnover of the framework agreement. An expenditure of DKK 140,000 is budgeted annually.
Due to the low turnover of the sub-agreement, offers may be made subject to the award of a contract on either sub-agreement 1 or sub-agreement 2. Where appropriate, this reservation must be stated on the offer list for sub-agreement 3.
