The purpose of the present (European) Tender is to enter into a Service Agreement with a (research) organisation to assess the functioning of the risk equalisation models on the basis of realisation figures. An important sub-question is whether the ex ante situation was representative of the final situation in the final determination. By concluding the Service Agreement, we aim to make a high-quality provision for the execution of the present Assignment, which must be carried out in the most effective and efficient way possible. The purpose of the present (European) Tender is to enter into a Service Agreement with a (research) organisation to assess the functioning of the risk equalisation models on the basis of realisation figures. The intended result is that a Service Agreement is concluded lawfully and efficiently with one Tenderer (or a partnership) who has submitted the Tender with the most economically advantageous tender (best price-quality ratio). In doing so, this Tenderer must meet the conditions to be set by us with his services. By concluding the Service Agreement, we aim to make a high-quality provision for the execution of the present Assignment, which must be carried out in the most effective and efficient way possible.
