Specialist planning according to HOAI Part 4, Section 2, § 55 Technical Equipment Plant Group 4-5 + 8, Service Phase 5-9 (Phased Commissioning)
Building 14 to be converted is located on the property Oberst-Herrmann-Kaserne (formerly Rettberg-Kaserne) in Eutin. It is located in the northern part of the property.
The existing accommodation building will not be renovated for economic reasons. Instead, it will be dismantled and replaced by a new building. In the new building, the identified lack of accommodation is to be compensated with the "hotel standard". The building type of the new building is to be designed as a four-storey, non-basement accommodation building with 81 hotel residential units almost identical to the already completed, opposite new accommodation building (building 24). Planning documents are available for this purpose.
The new building is planned as a free-standing four-storey building without a basement. Under building law, it is a special building with an accommodation use. A classification as an accommodation facility does not apply. The main building is 4-storey and extends from the
Ground floor via 1st and 2nd floor to the partly developed, partly undeveloped attic. According to §2 (6) and (7) LBO, the building has 3 full floors. With a height according to §2 (3) of approx. 10.29 m, the building is to be classified according to the LBO Schleswig-Holstein in building class 5. With a maximum occupancy, there are about 81 people in the building. The building law and fire protection concerns of the measure are coordinated with the Specialist Group Public Construction Law of the Building Management Schleswig-Holstein and underpinned by the attached fire protection certificate (under Section 8).
- The new accommodation building 14 will be supplied with electricity via the property's own low-voltage grid. According to the power balance, approx. 52 kVA was calculated for the building connected load. The existing connection cable for building 14 can continue to be used for supply.
- The main building distribution is to be created in accordance with the planning guideline for accommodation buildings of the Bundeswehr, in a specially designated ELT connection room. The ELT connection room is located in room 0.056. The supply line for the building will be placed in the new ELT connection room. In addition to the switchgear (NH fuse load disconnectors) for connecting the consumer outlets, the building main distributor contains the surge protection type 1+2 (combination arrester) as well as the counting device for the electrical active consumption with connection to the BMS via an M-Bus interface. The sub-distributions as well as the electrical supply of the right part of the building on the ground floor including the technical rooms will be connected to the new main building distributor. Furthermore, large consumers such as building automation including ventilation system etc. are connected directly to the GHV. The distributions contain all necessary switchgear for lighting, overcurrent protection devices for DV and normal power sockets and residual current protection devices. The low-voltage switchgear is designed in accordance with the BFR and the applicable VDE regulations.
The sub-distributions are designed as type-tested low-voltage switchgear combinations according to DIN EN 61439-1/-2 (VDE 0660-600-1/-2). Separate ELT rooms on the floors are provided to accommodate the sub-distributions. Only in the attic is the sub-distribution housed in the technical room of the ventilation center. From the distributions, the electrical consumers of the respective floor are electrically supplied. Throughout the building, the socket and lighting circuits are separated.
