The purpose of this contract is to carry out project management assistance missions for the award of road cleanliness contracts and collection of urban waste in part of the territory of the municipality of Marseille. This is an open tender issued pursuant to the provisions of Articles R. 2124-1 et seq. of the Public Order Code.

This is a corresponding composite public market:

— for a party to a contract;

— part of a framework agreement within the meaning of Articles R. 2162-2 et seq. of the public order code concluded with an economic operator.

The “framework agreement” part sets out all the contractual stipulations, it will be executed as the purchase orders are issued under the conditions laid down in Articles R. 2162-13 and R. 2162-14 of the Public Order Code. For the flat-rate part, the contract consists of the following four tasks:

— mission 1: assistance to the client in the choice of a scenario, advice to AMP,

— mission 2: assistance in the drafting of ECD documents,

— mission 3: assistance in the analysis of tenders,

— mission 4: operational assistance in the setting up of markets,

— mission 5: assistance to meetings assessment in year N+1 of the notification for the party to purchase order, the market includes the following services:

—— additional face-to-face meeting (3h),

—— additional videoconference meeting (2h),

— expert mission on a legal subject with solicitation of lawyers,

— expert mission on a financial subject with the solicitation of public sector financiers and private accounting, public accountants, management controllers in particular,

— drafting simple and complex notes. The precise description of the need can be found in the Special Technical Clauses (CCTP).
