Waste collection and management in 2024 divided into 14 tasks.

2. Information for Contractors

2.1. Tasks 1 to 14:

(a) The load of waste shall be carried out with the equipment of the Contracting Authority and the Contractor shall be obliged to provide a container or other equipment adapted for the receipt of this type of waste.

(b) Waste transferred for development shall be transported by the Contractor at his expense.

(c) At the time of transfer of waste by the Contracting Authority to the Contractor, the Contractor shall assume responsibility for the waste seized, for the due handling of it, for the effects resulting from it and for the actions and omissions of the employees and entities used in the execution of the subject of the contract ( transporter).

(d) Receipt of waste will be confirmed by waste transfer cards in accordance with applicable regulations through BDO.

e) Settlement of the amount of waste will be based on the legalized cargo scale at the Ordering Party's premises according to the printout of the weighing certificate. It is possible to accept the settlement of waste on the basis of legalised

Failure to perform the above quantities of the subject matter of the contract during its term does not result in any claims for damages on the part of the Contractor. The Contracting Authority allows for the possibility of limiting the scope of the contract in the form of a part of the services constituting 50% of the value of the entire contract, with the minimum value or size of the service being 50%.

Task 11:

a) The subject of the contract is cyclical collection and management through the waste recovery process with code 19 05 03 (compost not meeting the requirements) generated in the process of mechanical-biological treatment of unsegregated (mixed) municipal waste on the premises of the installation operated in the Regional Waste Recovery Plant in Sianów (hereinafter referred to as RZOO) at 80 Łubuszan Street.

b) Waste from the biological treatment process (aerobic stabilization), which has been stabilized after biological treatment, is directed to a sieve, where it is sieved in the mesh range with a clearance of up to 20 mm.

c) The average weight of 190503 waste transported by boat is estimated at 24 Mg.

d) Each means of transport must meet the requirements of the applicable law, in particular be technically efficient and meet the following requirements:

• a car with a load capacity of not less than 24 Mg, a cargo box volume of more than 90m3,

• a specialized semi-trailer – adapted to the transport of loose materials (waste) or a self-unloading semi-trailer adapted to the transport of loose materials;

• semi-trailer protected against external weather conditions (dry inside, without visible damage and dirt, etc.) ensuring that the waste is covered during transport,

• road-legal transport,

• tight, stable, preventing the load from slipping and dusting.

e) 190503 Compost that does not meet the requirements (unfit for use) in accordance with the Regulation of the Minister of Climate and Environment on the mechanical-biological treatment of non-segregated (mixed) municipal waste may be used for the recovery process only at a landfill or mining waste disposal facility.

f) The Contractor must ensure continuous, uninterrupted, successive collection of waste and guarantee the management of waste in the year in which it was collected from the contracting authority.

Task 12: collection and management of waste code 19 05 99 from the Regional Waste Recovery Plant in Sianów at 80 Łubuszan Street

Task 12:

a) The subject of the contract is the cyclical collection and management through the process of neutralization or recovery of waste code 19 05 99 other unspecified waste (stabilizate) generated in the process of mechanical-biological treatment of unsegregated (mixed) municipal waste on the premises of the installation operated in the Regional Waste Recovery Plant in Sianów (hereinafter referred to as RZOO) at 80 Łubuszan Street.

b) Waste from the biological treatment process (aerobic stabilization), which has been stabilized after biological treatment, is directed to a sieve, where it is sieved in the range of a mesh with a clearance of 20-80 mm.

c) The waste which is the subject of the contract will be collected and then managed at the premises of the plants indicated by the Contractor in a manner consistent with the applicable law and the processes specified in Appendix 2 to the Waste Act.

d) Such waste may be subjected to the R1 recovery process or D5 neutralization in accordance with the designation of this process in the Waste Act/Annex IA to the Regulation (EC) No. 1013/2006 of the European Parliament and of the Council of the European Union of 14.06.2006. on shipments of waste (OJ EU. L 190/1 as amended. amended) - whereby "subjecting to the recovery process" is understood as the beginning and completion of this process.

e) In accordance with the Regulation of the Minister of Climate and Environment on the mechanical-biological treatment of non-segregated (mixed) municipal waste, Stabilizat is neutralised by landfilling in landfills for non-hazardous and inert waste or thermally transformed.

f) The Contracting Authority shall provide the Contractor with waste only that meets the requirements set out in § 3 section 2 of the Regulation of the Council of Ministers of 22 December 2017 on unit rates of fees for the use of the environment. In addition, the waste that will be managed by the disposal method will meet the parameters set out in the Regulation of the Minister of Climate and Environment on the mechanical-biological treatment of non-segregated (mixed) municipal waste (Journal of Laws of 2023, item 56). The fulfilment of the parameters by the stabilisate will be confirmed by laboratory tests. The results of the tests will be provided to the Contractor.

g) Waste code 19 05 99 may be contaminated with other wastes such as sand, small glass.

(h) The following shall be determined as impurities:

a. biodegradable fractions,

b. glass,

c. metal parts,

d. hazardous substances and waste

(i) The limit level of impurities is set at 15% of the mass of

j) In the event of exceeding the amount of pollutants specified above, the Contractor is entitled to refuse to collect waste from the area of RZOO Sianów. The Parties agree that in such a situation: PGK Sp. z o.o. in Koszalin will not have a claim for the performance of the contract in this part, which it waives, and the Contractor will not make a claim for the performance of the contract or compensation in this respect, including for transport costs, which the Contractor waives.

k) The Contractor must ensure continuous, uninterrupted, successive collection of waste and guarantee the management of waste in the year in which it was collected from the contracting authority.

Task 13: collection and management of waste code 17 09 04 from the Regional Waste Recovery Plant in Sianów at 80 Łubuszan Street

a) The subject of the contract is the cyclical collection and management through the process of disposal D or recovery R of waste code 17 09 04 of mixed waste from construction, renovation and dismantling other than those listed in 17 09 01, 17 09 02 and 17 09 03 from the Regional Waste Recovery Plant in Sianów (hereinafter referred to as RZOO) at 80 Łubuszan Street. The method of waste management must be in accordance with the applicable law and decisions held by the Contractor.

b) The waste which is the subject of the contract will be collected and then managed at the premises of the plants indicated by the Contractor in a manner consistent with the applicable law and the processes specified in Appendix 2 to the Waste Act.

c) Such waste may be subjected to the R12 recovery process or D5 disposal in accordance with the designation of this process in the Waste Act/Annex IA to Regulation (EC) No. 1013/2006 of the European Parliament and of the Council of the European Union of 14.06.2006. on shipments of waste (OJ EU. L 190/1 as amended. as amended) - whereby "subjecting to the process of recovery/disposal" is understood as the beginning and completion of this process.

d) Mixed construction, renovation and dismantling wastes other than those mentioned in 170901, 170902 and 170903* which are the subject of the contract come mainly from Selective Municipal Waste Collection Points (PSZOK) and from the private stream (construction companies).

e) The Contractor shall not question the quality of the waste collected, and therefore the Contractor may not refuse to collect and accept the above-mentioned waste for management.

f) The Contractor must ensure continuous, uninterrupted, successive collection of waste and guarantee the management of waste in the year in which it was collected from the contracting authority.

Task 14: collection and management of waste code 20 01 10 from the Regional Waste Recovery Plant in Sianów at 80 Łubuszan Street

(c) At the time of transfer of waste by the Contracting Authority to the Contractor, the Contractor shall assume responsibility for the waste seized, for the due handling of it, for the effects resulting from it and for the actions and omissions of the employees and entities used in the execution of the subject of the contract ( transporter).

(d) Receipt of waste will be confirmed by waste transfer cards in accordance with applicable regulations through BDO.

(e) The settlement of waste will be based on the legalised freight weight found in the Contracting Authority according to the printing of the proof of weighing. It is permissible to accept a waste settlement on the basis of a legalised freight weight found with the Contractor in the event of significant pollutants, after prior arrangements.

Task 2: collection and management of waste code ex19 12 12 – II quarter of 2024 from the Regional Waste Recovery Plant in Sianów at 80 Łubuszan Street

(h) The Contractor shall be obliged to:

a. Successive receipt of waste according to the needs of the Ordering Party.

b. Preparedness to fulfil contractual obligations as soon as the signing of the contract. The commencement of receipts will occur within the time limit indicated by the Ordering Party.

c. Each time before the planned collection, make an e-mail notification to the following address: awizacjeZOO@pgkkoszalin.pl; the notification will include the registration number of the vehicle collecting the waste, the registration number from the Database on Products, Packaging and Waste Management of the entity transporting the waste, and an indication of the number of the Contractor's place of business (MPD number) in the Database on Products, Packaging and Waste Management, to which the waste will be transported.

d. Approval in the electronic Waste Transfer Card issued by the Contracting Authority in the Database on Products, Packaging and Waste Management, of the weight of waste resulting from weighing carried out by the Ordering Party on a scale located in the Regional Waste Recovery Plant in Sianów. It is permissible to reject the electronic Waste Transfer Card in order to correct the weight after prior determination of possible contaminants.

Task 3: collection and management of waste code ex19 12 12 – III quarter of 2024 from the Regional Waste Recovery Plant in Sianów at 80 Łubuszan Street

Task 4: collection and management of waste code ex19 12 12 – IV quarter of 2024 from the Regional Waste Recovery Plant in Sianów at 80 Łubuszan Street

a) The subject of the contract is cyclical collection and management through the process of processing and recovery of waste code ex19 12 12 (Other wastes, including mixed substances and objects, from mechanical treatment of wastes other than those mentioned in

b) This waste may be subjected to the R1 recycling process or R12 recovery in accordance with the designation of this process in the Waste Act/Annex IA to Regulation (EC) No 1013/2006 of the European Parliament and of the Council of the European Union of 14.06.2006. on shipments of waste (OJ EU. L 190/1 with late. as amended) - whereby "recovery operation" is understood as the beginning and completion of this process.

Task 5: collection and management of waste code 19 12 12 — generated from waste code 20 03 07 from the Regional Waste Recovery Plant in Sianowo at Lubuszan 80 Lubuszan Street

(a) The subject of the contract shall be cyclical collection and management through a waste recovery process code 19 12 12 12 (Other waste, including mixed substances and objects, from mechanical treatment of waste other than those listed in 19 12 11), whereby the waste may be subjected to the R1, R12 process according to specifying the designation of this process in the Waste Law/Annex IA to Regulation (EC) No 1013/2006 of the European Parliament and of the Council of the European Union of 14.06.2006 on the movement of waste (OJ EU. L 190/1 of late. d.) - whereby “undergoing the recovery process” it is meant to start and complete this process.

(b) Waste in size 80 - 400 mm derived from initial fragmentation and magnetic separation of large-sized waste. Unironed waste (bulk).

c) Waste code 19 12 12 can be contaminated with other waste such as sand, fine glass, etc.

(d) Received lots of waste may differ as to the composition and any differences will not form the basis of the Contractor's claims in relation to the Contracting Authority.

(e) The Contractor must ensure continuous, continuous successive collection of waste.

f) Waste is stored without a roof.

Task 6: collection and management of waste code 19 12 10 from the Regional Waste Recovery Plant in Sianów at 80 Łubuszan Street

Task 6:

(a) The object of the contract is cyclical collection and development through a waste recovery process code 19 12 10 (alternative fuel).

(b) The contract relates to waste code 19 12 10 (alternative fuel) obtained from waste received and processed at the Regional Waste Recovery Plant in Sianowo. The fuel produced has the following parameters:

by an average calorific value of 19,5 MJ/kg

by an average sulphur content of 0,5%

by an average chlorine content of 1,0%

with an average humidity of 25%

with a waste in the size range up to 40 mm

The results reported were determined on the basis of analytical tests performed by a certified laboratory. Unironed waste (bulk).

(c) Pollution: as impurities, the following shall be determined:

o biodegradable fractions

o glass

about metal parts, mineral waste, including construction

The permissible level of pollutants shall be established as 15% of the mass received from PGK Sp. z o.o. energy fraction.

(d) In case of exceeding the quantities of impurities given above, the Contractor shall be entitled to refuse to collect waste from the site of RZOO Sianów. The Parties agree that in such a situation, PGK Sp. z o.o. in Koszalin will not have a claim for the performance of the contract in that part which it relinquishes, and the Contractor will not claim for the performance of the contract, or compensation in respect of that respect, including for transport costs, the claims of which are claimed The contractor waives.

(e) The average weight of waste 191210 transported by a moving floor trailer is estimated at 20 Mg.

Task 7: collection and management of waste code 15 01 06 from the Regional Waste Recovery Plant in Sianów at 80 Łubuszan Street

(a) The load of waste shall be carried out with the equipment of the Contracting Authority and the Contractor shall be obliged to provide a container or other equipment adapted for the receipt of this type of waste.

(b) Waste transferred for development shall be transported by the Contractor at his expense.
