Architectural services (object planning), including open space planning, for the renovation and expansion of the St. Wendalinus daycare center in the municipality of Losheim am See in the Britten district

The municipality of Losheim am See, as the building and furnishing developer, intends to renovate and expand the 3-group day care center St. Wendalinus at Birkenweg 2 in the Britten district of the municipality of Losheim am See. The facility is currently operated in a single-storey building built in 1986 with two Ü3 groups and a crèche group. A total of around 61 children are currently being cared for.

With the expansion of the daycare center, the childcare offer is to be expanded by two additional groups.

The planned project is to be carried out in two construction phases. For this purpose, a new extension for two groups with the associated ancillary rooms will be created in a first construction phase. In the subsequent second construction phase, restructuring and refurbishment will be carried out with the conversion of the old building in order to meet the requirements of room acoustics, hygiene and use.

The project essentially comprises:

• The extension of the existing building by two groups, including the associated ancillary rooms with the construction of a new kitchen area and adjacent dining area.

• The completion of missing rooms; Areas and facilities for staff, management and parents' meetings as well as the parents' waiting area are spatially combined.

• The sanitary facilities for visitors and staff will be built, including a barrier-free toilet facility.

• The need for storage space is taken into account by creating additional rooms and rooms for housekeeping and technology are supplemented and provided according to actual needs.

• Deficiencies in fire protection are eliminated by installing smoke doors.

• The inadequate room acoustics are completely redesigned by installing sound-absorbing suspended ceilings.

• Worn-out floor coverings are renewed and re-produced as part of the overall design revision.

• The exterior window and door elements will be replaced and energetically renovated; new externally arranged shading systems are installed.

• The technical building equipment will be renovated in the planned conversion areas in the old building by renewing the electrical system, a new heating system, including new radiators, and with the necessary systems to ensure air quality.

With regard to the timetable, it can be assumed that the project will be carried out in cooperation with the contracting authority and the ministry immediately after the contract has been awarded. The design and preliminary planning should be completed by summer/autumn 2024. Construction was scheduled to begin in spring 2025. The execution will be carried out during the ongoing operation of the daycare center. The execution period is estimated at 24-30 months.

The architectural services (object planning) are required in accordance with § 33-37 HOAI. A small part of the investment volume is accounted for by the outdoor facilities (outdoor facilities planning in accordance with § 38-40 HOAI). Since the interior is expected to be functionally inseparable from the outdoor facilities affected by the construction project, a joint award is planned.

The present contract includes the basic services of the aforementioned architectural services/object planning services as well as the planning services of the outdoor facilities of the following service phases:

- Lph 1: Grundlagenermittlung

- Lph 2: Preliminary planning

- Lph 3: Design planning

- Lph 4: Genehmigungsplanung

It will be awarded in stages. Initially, it is planned to commission these service phases.

Optionally, the following additional service phases are assigned:

- LPh 5: Implementation planning

- LPh 6: Preparation of the award

- LPh 7: Participation in the awarding of contracts

- Lph 8: Object supervision - construction supervision and documentation

Other services to be awarded are not part of this call for proposals and are awarded separately. Three additional services will be advertised throughout Europe in parallel to this call for proposals:

1. Structural engineering in accordance with § 49-52 HOAI,

2. Planning services of the technical equipment according to § 53-56 HOAI of plant groups 1-3 (HVAC),

3. Planning services of technical equipment in accordance with § 53-56 HOAI of plant groups 4-5 (ELT).

It is permissible for bidders to submit a bid for several of these services. The submission of several tenders under the present invitation to tender for the contract to be awarded shall not be permitted and may lead to the exclusion of all the tenders concerned if the tenderer, the consortium or the competing member undertakings concerned fail to prove that the tenders in question were drawn up completely independently of each other.
