The Police and Crime Commissioner for Avon and Somerset Police is seeking responses from interested companies for waste management services. Expressions of interest are invited from suitably qualified and experienced contractors. This procurement is being undertaken to establish a contract for waste management services for Avon and Somerset Police, Taunton Deane Borough Council and West Somerset Council. The procurement procedures will be undertaken in accordance with the Restricted Procedure set out in the Regulations as per European Procurement Legislation.
The contract will be divided into lots as outlined below:
Lot 1: Co-mingled Recyclables and Residual Waste: To include, but not limited to, general waste, non-confidential paper (including pre-shredded protectively marked paper), tins, cans, plastic, glass, cardboard, newspaper/magazines.
Lot 2: Hazardous Waste (including WEEE): waste defined by the European Waste Catalogue including, but not limited to, fluorescent tubes, lamp disposal, televisions, fridges/freezers, lead-acid batteries, torch batteries, paint and associated products, animal faeces, urine and manure, WEEE appliances, batteries, liquid waste, weed killer, plant food, lighter fluid, explosives, anthrax contaminated items, mercury, vehicle waste including fuel, mixed fuel, oil, coolants, oil filters, anti-freeze, brake fluid, tyres, parts washing fluids, contaminated rags and granules and other contaminated items which may include furniture/fittings contaminated with bodily fluids.
Lot 3: Metal Waste: To include, but not limited to, brass, aluminium, steel, bicycles, engines, furniture, filing cabinets and miscellaneous metal waste.
Lot 4: Skip Hire: To include haulage and disposal.
Lot 5: Protectively Marked Waste: Off-site shredding services to include, but not limited to, paper, multimedia and clothing. Note: The Customer requires off-site shredding (i.e. shredded at contractor's site).
Lot 6: Drainage System Clearance (Avon and Somerset Police only): To include, but not limited to, interceptor tanks, drainage gulley sumps, road gulleys and vehicle wash sumps, sewage pumping chambers, weir systems, foul system jetting and disposal of liquid fuel
The contract period will be for 5 years with an option to extend for a further 2 years. A Pre-Qualification questionnaire (PQQ) document will be made available on expression of interest. The closing date for expressions of interest and the subsequent completed Pre-Qualification Questionnaire is Friday 27 December 2013 at 1600 hours.. If a large number of companies express an interest, it may be necessary to select a tender list from those applying.
