Invest-NL needs the hiring of staff and wants to conclude a framework agreement with one contractor to this end. To meet this need, Invest-NL sees advantages in contracting a Broker for hiring. A Broker does not employ its own people for secondment assignments, but can approach the entire market to find and pre-select the best candidates. Furthermore, a Broker takes care of the administrative handling and mitigation of employment law risks, among other things, within the framework of the DBA Act. The Broker can also only be used for administrative processing, for example if Invest-NL applies for a candidate itself. Through a Broker, Invest-NL quickly comes into control of its total hiring to temporary forces.

All entrepreneurs who meet the requirements are invited to submit a Tender. This can be done independently, as a partnership and / or by calling on third parties.

The need for external hiring is inherently dynamic. The historical expenses are around €700,000 (excluding VAT) per year. The size of the assignment for the future has been estimated at approximately €1,000,000 (excluding VAT) per year, being €4,000,000 (excluding VAT) over a period of 4 years, being the intended maximum term. In order to not get any discussions about whether or not to initiate a new tender, a theoretical average per contract year up to a maximum of €5,000,000 (excluding VAT) can be purchased by Invest-NL.

The stated size is only intended as an indication. The Contractor cannot derive any rights from this in any way. Invest-NL has no purchase obligation and does not provide a sales guarantee. The actual size may also be lower. There is no further question of contractual exclusivity. There are also other agreements, for example for investigations through which a form of hiring takes place.
