Background

The municipalities are in a time where great challenges await the leadership. The managers who, through a coaching approach, inspire their employees and together with them drive change work will play a crucial role in the development of welfare. A prerequisite for us to achieve the goals is managers and employees who are proud of their work and ambassadors for the organization.
Employees are a strategically important resource for being an attractive employer with development opportunities, good working and employment conditions and opportunities for participation and commitment. In the coming years, the public sector will face, among other things, a major challenge when it comes to skills supply. In order for the municipalities to continue to develop and improve, we need to be efficient, creative and innovative in the change process.
Target audience
The training program is aimed at those who today are managers and leaders in one of Blekinge's municipalities.
purpose
The training program is a basic education in management and leadership and the purpose is to:
Strengthen the knowledge and skills required to cope with the assignment as manager and leader in a municipal business.
Create conditions for supporting and developing employees in their everyday work.
Prepare and create conditions to be able to lead and manage the change processes that are constantly ongoing.

The training days should be based on experiential learning where the participants' own experiences should be reflected. It involves a combination of theory sessions, a lot of training, reflection and group discussions. The trainers will work with examples taken from the participants' working days. Some homework assignments should also be included. This means that you must follow the same training group all the time and that it is important to participate from start to finish on each training day to get an understanding of the big picture. Between the training days, learning groups / reflection groups should be offered where participants can share their thoughts and any learning in the process
The training shall be based on a scientific basis and shall concern the themes referred to in section 5.2.8 The tenderer shall complete and develop the content in the different areas.
The bidder must familiarise themselves with the municipalities' existing governing documents at different levels, such as personnel policy programs, local collaboration agreements, etc., which can be read on each municipality's website or as attached files in this tender document.
