Partial refurbishment multi-generation bath Pattensen - general planning

Partial renovation of the indoor and outdoor pool in Pattensen (multi-generation bath) as general planning (object planning and TGA planning). For this purpose, the services are to be provided in accordance with § 34 HOAI 2021 and § 55 (plant groups 1-7) HOAI 2021, each LPH 1 to 9.

The Pattenser Bad was built in 1971-73 and requires fundamental modernization and partial renovation after almost 50 years. The construction project is funded as part of the federal program “Rehabilitation of Municipal Facilities in the Areas of Sport, Youth and Culture”.

The project focuses on aligning the bathroom as a multi-generation bathroom and increasing attractiveness (external appearance, accessibility, extended usage options for its living environment and the adjacent school and sports club).

The renovation of swimming pool technology is also a focus of the project.

The two-storey hall includes a swimming pool (25 m) and a teaching pool, and a 50 m pool is located in the outdoor pool area for all ages.

As part of the renovation measures, the bathroom is to become more attractive for broad sections of the population and all age groups. The swimming pool has been important tasks for social integration and social cohesion. With 39 different user groups from the fields: health, participation, education, training, sports, early childhood promotion, the swimming pool offers a wide range of opportunities for participation, training and being together. And serves as a cultural meeting place for clubs and individual cultural events.

Privatization of a combined bathroom in non-profit hands, cooperation between city administration, Council policy, Förderverein and Betriebs gGmbH has so far been found little imitation in Germany in this size. There is no comparable project in the Hanover region. The successful cooperation between the city and private own/volunteer commitment, which has existed since 2004, guarantees the continued existence of the bath for 17 years.

The city of Pattensen, which belongs to the Hanover region, has a little over 15,000 inhabitants (as of 01.09.2020) and is located around 13 km from the centre of the state capital, to which there are close ties in the area of club sports. These include the triathlon divisions there and high school exams from schools from Hanover and the surrounding area.

The supra-regional importance of the swimming pool is also reflected in its number of visitors. Around 60,000 of the 120,000 annual visitors come from the Hanover region.

The bath is located in close proximity to the sports facilities of the largest sports club in Pattensen and the Ernst Reuters School (KGS with SEK2).

The result of the inventory analysis and the predicted costs derived from it mean that a full refurbishment is currently not possible in compliance with the existing cost ceiling.

Project costs of 6,955,500 were expected in the project outline submitted in 2018. The funds proposed by the federal government allow a project volume of 4.6 million euros. Due to the difference and inflation rate over the last two years, some measures cannot be carried out directly, but have been divided into packages of measures and prioritized according to their urgency.

The possible packages of measures were formed from structurally related areas that can be rehabilitated in themselves. The most urgent measures were first identified and summarized in a basic package. The basic package is complemented by the renovation of the bathing area as this is the most important area of the swimming pool and is directly visible to visitors. As part of the increase in attractiveness, a number of individual measures are also carried out.

The end of the construction phase is December 31, 2024 for conveyor reasons.
