The subject of the contract is the design, construction, delivery and implementation of the Expansion of the Electronic Services Platform of the Office of Electronic Communications and the provision of support services.
A detailed description of the object of the contract is set out in Annex 1 to the SWZ.
The subject of the contract is the design, construction, delivery and implementation of the Expansion of the Electronic Services Platform of the Office of Electronic Communications and the provision of support services.
The subject of the contract includes in particular:
1) Design, construction, delivery and implementation of the Expansion of the Electronic Services Platform of the Office of Electronic Communications including a new look and changes to UX;
2) Design, construction, delivery and implementation of the SSO Module;
3) Design, construction, delivery and implementation of the Digitization and Contract Management Module;
4) Conducting user research on the interface;
5) Development and delivery of a pre-implementation analysis containing a description of the concept of System expansion, taking into account all current functionalities and a description of the method of implementing all requirements resulting from the description of the subject of the contract, as well as a description of the infrastructure made available by the Ordering Party for the expansion of the PUE System and its possible expansion in order to meet the SLA requirements;
6) Design, construction, delivery and implementation based on microservices technology equipped with API of the new architecture of the Electronic Services Platform.
As part of the performance of the subject of the contract, the Contractor shall provide:
1) Preparation and delivery of Technical Documentation, Test Documentation, Usage Documentation, Instructional Documentation, System Administrator Documentation and its update;
2) Delivery of the necessary Additional Infrastructure Elements, if the Contractor considers that the Infrastructure of the Contracting entity is insufficient for the implementation of the Subject of the Agreement;
3) Preparing, organizing and conducting instructions for Users and Administrators of the Extended System on the part of UKE and developing instructional materials;
4) Powering the Extended System with all data currently contained in the PUE System and data that will be supplied to the PUE System until the Extended System is launched;
5) Ensuring stable, efficient and document-compliant operation of the Extended System;
6) Providing a test automation tool;
7) Warranty within 12 months,
8) Support Services in the amount of 100 man-hours, including Open Source software and all components used to build the Extended System, carried out until the date of signing the Extended System Acceptance Protocol;
The implementation of the subject of the contract will be divided into the following stages:
Etap I – SSO
Etap II – MOUM
Stage III – Expansion of the PUE system

The order will be executed from the date of conclusion of the contract until 30 November 2023, which results from the Agreement on co-financing the project entitled Development of the e-services platform of the Office of Electronic Communications co-financed from EU funds under Measure 2.2 – Digitization of back-office processes of axis II of the Operational Programme Digital Poland 2014-2020 (no. POPC.02.02.00-00-0045/22-00).
Deadlines for the implementation and receipt of the subject of the contract:
Stage I of the order (SSO) – 6 weeks from the date of conclusion of the contract,
Stage II of the order (MOUM) – 12 weeks from the date of conclusion of the contract,
Stage III of the order (Expansion of the PUE System) – 16 weeks from the date of conclusion of the contract.
Pursuant to Article 95(1) of the Act, the Contracting Authority requires the Contractor or subcontractor to have at least one person supervising the performance of the contract (Project Manager) employed under an employment contract for the entire duration of the contract, in the manner specified in Article 22 § 1 of the Act of 26 June 1974 - Labour Code (Journal of Laws of 2022, item 1510). Details are described in the draft agreement constituting Annex 10 to the SWZ.
