The Norwegian Parliament Administration (contracting authority) has a number of construction, maintenance and renovation projects each year on the Norwegian Parliament's properties. A framework agreement shall thus be signed with a tenderer for consultancy services within construction and fire engineering. Consultant engineers construction (RIB) shall assist the Norwegian Parliament with construction engineering advice for the Norwegian Parliament's ongoing construction, development and maintenance projects, in accordance with the current requirements and regulations. Consultant engineers fire engineering (RIBr) shall mainly take on advisor responsibility for construction projects, building operation and development. The tenderer who is awarded the contract must, in addition to construction and fire engineering consultancy services, also be able to give advice within acoustics, building physics and geotechniques. The need for these disciplines is expected to be modest in relation to the main services (RIB and RIBr).

A framework agreement will be signed for one year, with options/the right for the contracting authority to extend the contract for a total of 3 years (1+1+1 year).

The assignments will mainly include consultancy services for the Norwegian Parliament's properties (approx. 70 000 m²), which currently consist of the Norwegian Parliament's building in Karl Johansgate 22 (the Parliament building), Prinsensgate 26, Akersgata 18 (rented premises) and 21, Nedre Vollgate 18 and 20, Tollbugata 31 and 35, as well as in the contracting authority's 148 service/commuter residences, mainly located in the centre of Oslo.

The properties, with the exception of the service/commuter residences, are of great listed value. The properties are altered and renovated in accordance with antiquarian principles/guidelines and in cooperation with the Directorate of Cultural Heritage.
