Control and monitoring of the implementation of works related to the creation and modernization of digital databases: EGiB and BDOT500 for the implementation of the project "Digital Geodesy Surveying Resource of the Lubelskie Voivodeship" - stages II and III - for the Zamość District: cadastral unit Radecznica, cadastral units Nielisz and Łabuna , cadastral unit of Szczebrzeszyn city.

Control and monitoring of the implementation of works related to the modernization of land and building registers, creation of EGiB databases or improvement of their quality and timeliness, including bringing these databases to compliance with the conceptual EGiB data model specified in Annex 1a to the Regulation of the Minister of Regional Development and Construction on 29.3.2001 on the registration of land and buildings - register unit: 062008_2 Radecznica - description of the subject of the order is set out in Annex 1 to the ToR.

Ref .: section III.1.3: The contractor will fulfill the condition regarding technical or professional capacity if it proves that:

a) performed within the last 5 years before the deadline for submitting bids, and if the period of business activity is shorter - during this period at least 1 (one) service consisting in carrying out the modernization of EGiB, carried out pursuant to Art. 24a of the Act of 17.5.1989 - Geodetic and cartographic law, hereinafter referred to as the "Pgik Act", or execution of verification (control) of the modernization carried out in accordance with art. 24a Pgik.

The value of each of the services consisting of:

- carrying out EGIB modernization, it can not be less than PLN 200,000.00 gross,

- the verification (control) of the modernization can not be less than PLN 10,000.00 gross;

b) has the following persons directed by the contractor to perform the public procurement, responsible for the provision of services: 2 people with qualifications and professional qualifications, referred to in art. 43 point 2 of the Act of 17.5.1989. Geodetic and cartographic law (Journal of Laws of 2019, item 725, as amended).

Ref .: section III.2.2: Employer, in accordance with art. 144 para. 1 point 1) of the Public Procurement Law, provides for the possibility of making changes to the provisions of the concluded contract in relation to the contents of the offer resulting from:

1) the need to introduce changes resulting from changes in the guidelines, requirements or recommendations of the institution that granted funds to finance the contract;

2) the necessity of changes resulting from changes in the contract for co-financing of the Project concluded by the Contracting Authority;

3) changes in legal regulations affecting the performance of the subject of the contract;

4) extension of deadlines for the performance of particular obligations of the Contractor in the scope of carrying out the control, in case of delay in submitting data for inspection by any Contractor of surveying works subject to control, in the scope of works subject to delay;

5) change of the date of implementation of the subject of the Agreement in the event of a change in the date of execution of the Agreements with the Contractors of geodetic works.

Control and monitoring of work related to:

a) modernization of land and building registers, creation of EGiB databases or improvement of their quality and timeliness, together with bringing these databases in line with the conceptual EGiB data model specified in Annex 1a to the Regulation of the Minister of Regional Development and Construction dated 29.3.2001 on the registration of land and buildings - the registration unit Nielisz 062007_2;

b) creation of BDOT500 base compliant with the conceptual data model BDOT500, specified in the ordinance of the Minister of Administration and Digitization of 2.11.2015 on the database of topographic objects and the base map - record unit Łabunie 062005_2 - description of the subject of the order is set out in Annex 2 to the ToR .

Ref .: section III.1.3: The contractor will meet the technical or professional capacity condition if he proves that he: a) performed within the last five years before the deadline for submission of tenders, and if the period of activity is shorter - during this period:

1) at least 1 (one) service consisting in the modernization of EGiB, carried out in accordance with art. 24a of the Act of 17.5.1989 - Geodetic and cartographic law, hereinafter referred to as the "Pgik Act", or execution of verification (control) of the modernization carried out in accordance with art. 24a Pgik;

and

2) at least 1 (one) service consisting in performing the assumption of a master map in a vector form or creating BDOT500 data sets or performing verification (control) of making the base map assumption in a vector form or creating BDOT500 data sets.

The value of each of the services consisting of:

- carrying out EGIB modernization, it can not be less than PLN 200,000 gross,

- the verification (control) of the implementation of the modernization can not be less than PLN 10,000 gross,

- execution of the foundation map in a vector form or on the creation of BDOT500 data sets can not be less than PLN 30,000.00 gross,

- verification (control) of the establishment of a master map in a vector form or creation of BDOT500 data sets can not be less than PLN 5,000.00 gross;

b) has the following persons directed by the contractor to perform the public contract, responsible for providing services:

- 2 people with qualifications and professional qualifications referred to in art. 43 points 2 of the Act of 17.5.1989. Geodetic and cartographic law (Journal of Laws of 2019, item 725, as amended),

- one person with qualifications and professional qualifications referred to in art. 43 points 1 of the Act of 17.5.1989. Geodetic and cartographic law (Journal of Laws of 2019, item 725, as amended).
