The subject of the procedure is the awarding of the following planning services:
- Object planning of civil engineering structures in "open construction" (sewer house connections, part of the main canal, water supply) according to § 41 HOAI in conjunction with Annex 12.1 (to § 43 para. 4, § 48 para. 5 HOAI) in the service phases 1 to 3 and 5 to 9 as well as the local construction supervision,
- the object planning of civil engineering structures in "interior renovation" (as far as possible: repair or renovation of parts of the main canal) according to § 41 HOAI in conjunction with Annex 12.1 (to § 43 para. 4, § 48 para. 5 HOAI) in the service phases 1 to 3 and 5 to 9 as well as the local construction supervision as well as the local construction supervision as well as
- Object planning of traffic facilities according to § 45 HOAI in conjunction with Annex 13.1 (to § 47 paragraph 2, § 48 paragraph 5 HOAI) in the service phases 1 to 9 as well as the local construction supervision.
A gradual assignment is intended, there is no entitlement to further assignment.
The applicants selected in the course of the participation competition receive more detailed information on the subject of the request when submitting the offer.
On the basis of a needs assessment for the area of local passage Dettenhäuser Straße (K 1062) from the year 2018, the municipality of Weil im Schönbuch intends to renovate the village passage. The extent to which paulinenstraße to the junction "Im Bild" should also be included in the measure has not yet been conclusively determined in the context of the needs assessment in 2018, but the measures are covered by the cost estimate made. Due to the year of construction of the laid water pipes and the canal (1965) and the structural condition of the village passage, a renovation in full expansion is planned. This means a road rehabilitation in asphalt construction as well as the renewal of the water pipes and the canal in the public area. Whether the main canal can be at least partially renovated in interior renovation is currently still being examined. The cost estimate also includes the renewal of the sidewalks with curbs, including the renewal of the street lighting. At the 2018 price level, the cost estimate prepared as part of the needs assessment assesses the upcoming renovation measure with a gross order value of around EUR 4.4 million.
The planning services to be awarded therefore include
- civil engineering structures in "open construction" (canal house connections, part of the main canal, water supply),
- civil engineering structures in "interior renovation" (as far as possible: repair or renovation of parts of the main canal) and
- Traffic facilities (roads, sidewalks including curbs).
The special features of the upcoming rehabilitation measure are
- ensuring the updating of the data bases (road condition report, sewer database, sewerage plan, water pipe database) of the municipality of Weil im Schönbuch or the district of Böblingen or NetzeBW;
- the development of a meaningful concept for the temporal or phased implementation of the rehabilitation measures, including a corresponding concept for traffic management and coordination with the public interest bodies;
- ensuring a "correct" allocation of costs of both the planning and construction costs, since the municipality of Weil im Schönbuch (main canal, canal house connections, water supply as well as proportionate confluences of road construction and proportionate sidewalks) and proportionately the district of Böblingen as road construction carrier (road rehabilitation K 1062 to the respective road junction and proportionate sidewalks) have to bear the costs in accordance with their responsibility. The client for the planning and subsequent construction services is the municipality of Weil im Schönbuch, which will settle the share of costs attributable to the district of Böblingen in the internal relationship with it.
Another interface with external coordination needs concerns the bus stops located along the road to be renovated with regard to the question of structural changes.
