Call for participation - Occasional joint assignment - Smart City Distribution: researching, developing and testing an MVP for a logistics traffic management tool

The proposed project aims to develop a logistics traffic management tool that:

• a data-driven tool is available to make well-founded policy decisions and to develop optimization scenarios with regard to urban distribution,

• one can guide the users within this policy.

The tool gives a city the opportunity to gain insight into the nature and volume of goods entering and departing from the city. The users of the tool are guided in the city's policy during the registration of their deliveries. In addition, such a report of the tool gives the possibility to check optimization scenarios for, among other things, an optimal loading volume and for bundling deliveries.

This in close cooperation with the logistics sector.

The assignment consists of several components:

- An intensive preliminary process will be started in collaboration with a university/knowledge institution with experience in research into urban logistics and a logistics umbrella organisation. During this research phase, the target groups, the needs of these target groups and the required added value of the solution are defined. Furthermore, in this phase, a toolbox of policies, legal conditions, privacy requirements, data requirements and architectural requirements are analyzed and validated.

- The technical development of a logistics traffic management tool which should result in a minimal viable product that is tested in a pilot in Hasselt and a pilot in Leuven. This tool can be linked in real time with a number of IoT applications on street on the one hand and can capture a data stream from the IoT in a dataset on the other hand. In addition, the user is guided via the tool in a registration of deliveries that is in accordance with the city's policy, based on a business rule engine (in which the policy guidelines were translated).
