In November 2018, the Federal Government adopted the "Artificial Intelligence Strategy of the Federal Government" and updated it in a new version in 2020. The aim of this strategy is to become one of the leading countries for applications of Artificial Intelligence (hereinafter: "AI"). The use of AI for sovereign tasks is a central element of the AI strategy (as of November 2018, para. 3.7). To this end, a number of measures have been drawn up, which are listed in the "Overall Concept for Strengthening Measures to Promote Artificial Intelligence".
In recent years, the development in the field of data science, especially in connection with the sub-discipline of AI, as well as the adjacent fields of IT architecture and database management, has experienced an enormously increased speed. Almost every day there are new reports about AI applications that seemed unthinkable just a short time ago. A prominent example here is certainly ChatGPT. By integrating AI, database management, and IT architecture, data science lays the foundation for comprehensive analysis of data and the generation of valuable insights that help the public sector make informed decisions, optimize processes, and drive innovation.
The aim of this call is to find an efficient bidder who can provide scientific support to PD in projects with a need for data science. The client sees himself as a "generalist" in his fields of consulting. He strives to be able to offer and implement the consulting services in the field of data science demanded by his customers "as if from a single source". The focus is on the provision of a holistic, interoperable range of services between the above-mentioned sub-disciplines of the field of data science. Given the dynamic developments in these areas, it is crucial to find a partner who has deep knowledge of the current state of the art and trends in these areas. The bidder must be able to evaluate scientific progress in the required field of performance and to put it into practice seamlessly. The bidder is expected to provide support along the entire value chain, from deriving strategic implications to implementing individual pilot solutions and preparing for implementation. In addition, proven experience with projects in the public sector is an essential requirement.

A framework agreement is concluded with a framework agreement partner. A total budget of €9,000,000 (net) is available for the call from the framework agreement.
