Metsäsairila Oy is a waste management company owned by the City of Mikkeli, whose task is to carry out waste management work for the owner municipality. The company organises the recycling of useful waste, takes care of hazardous waste management, separately collected biowaste and sludge from wastewater treatment plants, and arranges waste transport.
The company's tasks include waste management planning, development, coordination, advice and communication. About 55,000 people live in the company's operating area. Metsäsairila Oy has one sorting and recycling centre and three small waste stations.
The object of the procurement is waste shipments to the Riikinvoima waste-to-energy plant in Leppävirta from Metsäsairila Oy's sorting and recycling centre.
The procurement includes the loading of waste at the transfer field, the transfer of waste from the Metsäsairila sorting and recycling centre in Mikkeli to Riikinvoima Oy's waste-to-energy plant in Leppävirta and the unloading to the reception bunker. The annual delivery volume has ranged from 6,000 to 11,000 tonnes.
As a rule, the transported waste includes municipal and construction waste as well as industrial waste where applicable. The contractor must arrange the transport in such a way that it meets the requirements of this invitation to tender and be prepared to arrange loading for 50% of the loads. The client or the client's representative strives to plan logistics into an efficient whole. The views of contractors' representatives will also be taken into account as far as possible.
The bulk volume mass of municipal waste is approximately 100 kg/m3. When loaded onto a packing waste truck, the waste is compressed to an average specific gravity of 350 kg/m3. When dismantled, it loosens to an average specific gravity of 300 kg / m3. Most of the transported waste is waste collected by a packing waste truck. The volumetric mass of construction waste is approximately 250 kg/m3 and the volumetric masses of industrial waste vary between the above. The mass data is based on statistical data and practical experience, but is not binding on subscribers.
In the actual transports, the load weights of the vehicle have varied from 35 to 40 tonnes. Containers must be dropped to the ground during loading. The part of loading that is the customer's responsibility is carried out by the customer between 7 a.m. and 2 p.m. It is necessary to allocate 2 hours for loading. The loads are weighed at the loading and unloading point. The transport must be carried out with biogas-fueled equipment from 1.1.2024 at the latest. In exceptional cases, it is possible to use replacement equipment that does not meet the gas requirement (max 10%/calendar month). If the replacement equipment that does not meet the biogas usage requirement is used more than the maximum amount stated above, it enables the contract to be terminated immediately. The Service Provider is obliged to report exceptional cases.
Riikinvoima receives waste on weekdays from 5:00 to 24:00. The customer has booked a waste reception time from Riikinvoima Oy on weekdays 8:30 - 10:00. At other times, wait times must be prepared. Waiting times may not be charged. The Customer has the right to make changes regarding reception times.
The freight price is tied to the index of costs of lorry traffic excluding fuel costs with a weight of 75.3% and to the propulsion index (compressed biogas) with a weight of 24.7% to the change in the total index 2020=100. The index is revised every six months according to the index figures for August and February. Price valid from September to February and from March to September.
The tender includes transhipments of 11 000 tonnes and loads of 5 500 tonnes. The prices are entered into an Excel spreadsheet in Appendix 1, from which the program calculates a value for the price entered into Cloudia. The table in Appendix 1 describes instructions for completing the table and provides guidance on which value to add to the tender document.
The service provider sets a security of €50,000, which must be valid for three months after the termination of the contract. The service provider shall approve the subscriber by a banking or insurance institution provided by the guarantee, which shall deliver the guarantee in the correct form directly to the subscriber.
The contractor's liability report must be submitted before signing the contract, unless the service provider has registered in the tilaajavastuu.fi service.
