The district of Dachau plans to build a new civil protection facility for machinery and equipment, which is currently stored at various locations in the district. The new building also includes an adjoining administrative building and a cold hall. The administrative building should have offices for the district fire inspection and a district control center, which should be staffed only partially (and in case of need). The Civil Protection Center will serve the faster and coordinated response of rescue workers in national emergency situations. The new building is to be built on a property in the district of Dachau in Hebertshausen. The gross base area (GFA) to be realized is approx. 2 400 m 2 of which 750 m 2 Administration building, 1 250 m 2 Hall and 400 m 2 Cold room), the gross volume is approx. 15,000 m 3 (of which 3 000 m 3 Administrative building, 10 000 m 3 Hall and 2 000 m 3 Kalthalle).

The project will be advertised as a PPP model. This means that the task includes the complete planning and turnkey construction of a civil protection hall by the contractor on the land provided based on the tender documents. The contractor should also be responsible for the technical building management and subordinate services of the infrastructural building management system for a period of 20 years. The contract will be awarded by means of a negotiated competition procedure. This means that in the beginning of an entry contest, suitable companies are selected, which are invited to prepare offers, which are then negotiated. Within the scope of the competition, interested companies will have to demonstrate their suitability by, among other things, reference projects as well as information on turnover and employees in the areas of object planning, construction and building operation. Applicants may refer to their own references, sales or employees or to references, sales or employees of other companies (subcontractors) as far as these companies confirm by predefined statements that they are available to the candidate for the project of the district of Dachau stand (fitness lending). Applicants are also required to provide a letter of intent (for financing the construction period) from a bank or a savings bank. In addition, insurance certificates are required.
