The subject of the contract is public relations services: production of TV and radio spots and purchase of space for sponsored publications.

1. The subject of the contract is services in the field of public relations activities: production of television and radio spots and purchase of space for sponsored publications. A detailed description of the subject of the contract is included in Annex No. 1 to the SWZ.

2. Pursuant to Article 139 of the PPL, the Contracting Authority shall first examine and evaluate the tenders, and then make a subjective qualification of the contractor whose bid was rated the highest in terms of the lack of grounds for exclusion and meeting the conditions for participation in the procedure.

3. Pursuant to Article 61(1) of the PPL, communication between the Contracting Authority and the Contractors shall take place in electronic form, via the Procurement Platform – hereinafter referred to as the "Platform" – at the following address: https://przetargi.wody.gov.pl/.

4. The Awarding Entity does not allow the submission of variants.

5. The contracting authority does not provide for the possibility of awarding contracts referred to in Article 214(1)(7) of the PPL.

6. The Contracting Authority shall not allow partial bids to be submitted. The Contracting Authority does not divide into lots for the following reasons: No possibility to divide the contract, due to the complexity of communication and educational activities, related media and communication tools aimed at effective and efficient communication in accordance with the strategy of PGW Wody Polskie. The need to coordinate the activities of the various economic operators performing the different lots of the contract could seriously jeopardise the proper performance of the contract. It is therefore appropriate not to divide the contract into lots and to subcontract the performance of the entire contract to a single economic operator.
