Community Energy Scotland is seeking tenders for the provision of a fuel cell system to efficiently convert hydrogen into heat and power for Kirkwall Harbour (Orkney, UK) and to act as a demonstration device to aid the training of crews for hydrogen vessels.

The fuel cell will be located within a working harbour owned by Orkney Islands Council. The pier is in the heart of Kirkwall with easy access for delivery and maintenance. The 75kWe fuel cell and its container will be designed to replicate a marine installation and allow training of seafarers to Maritime and Coastguard Agency standards. Operations, maintenance checks, safety and emergency procedures relevant to the use of hydrogen and fuel cells at sea will be reproducible in the training installation.

In summary:

— The equipment must be suitably weatherproofed for the location and compliant with all appropriate regulations for electrical supply, pressurised gas, flammable lighter than air gas.

— The system is required to meet performance criteria including output level, start-up and output adjustment times, electrical efficiency, operational lifespan.

— Control systems are needed to ensure safe operation and separately to continuously evaluate and provide the appropriate electrical power output level.

— A warranty period is expected as well as an indication of the remote and on-site breakdown response that the supplier is able to provide.

— The tender must include cost for initial training provision to the project team, including documentation and an operations manual.
