The agreement consists of implementing and making available an application landscape for the municipality of Best to carry out its tasks in the field of the Social Domain:
The scope of the command is because of the following application functions (GEMMA2);
Social Support Act Wmo 2015 including Protected Housing (hereinafter Wmo2015);
Youth Act (hereinafter Jw);
Participation Act (hereinafter (Pw);
Civic Integration Act (hereinafter Wi);
Childcare Act (hereinafter Wk);
Student transport (hereinafter Lv);
Social medical indication (SMI);
Gehandicaptenparkeerkaart (GPK).
The application landscape should also include an archiving solution, a document generator, the support of work processes, and the necessary data links.
The application landscape can also be expanded in the future by supporting the processes of other task fields such as the Municipal Debt Assistance Act (Wgs) and Objection and Appeal.

An agreement is entered into with one service provider. The agreement is entered into for a period of at least four years and a maximum of 10 years. The effective date of the agreement is mid-2023. Then the implementation process is started. By 1 May 2024 at the latest, the service must be operational and all employees will work in the new application. At that point, the initial four-year contract period starts.
