The object of the contract is to establish a framework agreement for procuring final evaluations on Finland's regional development cooperation in Latin America, Caribbean and Mekong and Oceanian regions.

The purpose of the final evaluations is to provide the Government of Finland and the programme countries as well as the project implementers an external, independent and objective analysis and assessment of the value, worth and merit of the project achievements (intended and unintended) based on the OECD DAC evaluation criteria. Lessons learned through the projects can benefit the future involvement in similar processes.
