Since previous integration successes could not be achieved with the basic instruments of the SGB II into the general labour market, individual and multiple labour market-relevant, personal and health barriers significantly reduced or eliminated through resource-oriented work and the professional integration into the the general labour market.
The object of service is the conception and implementation of a measure to activate and improve the professional integration prospects of working capacity beneficiaries through the use of elements to introduce them to the training and labour market (§ 45 paragraph 1 sentence 1 no. 2 SGB III) and determination, reduction or elimination of conciliation barriers (§ 45 para. 1 sentence 1 no. 2 SGB III). In particular, individual and multiple labour market-relevant, personal and health barriers to placement are to be significantly reduced or eliminated through resource-oriented work and to support professional integration into the general labour market. With the help of a low-threshold approach to work, new and realistic perspectives for integration into the labour market are to be developed together with the participants, interfaces to social and municipal networks are to be included in support, and goals are to be specified in order to implement and implement required action flows can. + Target group: Women and men of all ages who are able to work, in need of help with SGB II benefits with multiple barriers to mediation and people with a suspected or existing addiction hazard. Access to the labour market requires special motivational support, often the (re-) acquisition of key competences, regaining a daily structure, training general everyday activities, building and internalizing processes and structures — overall: intrapersonal stabilization. For people who are suspected of or exists a drug hazard, it requires a clear redecision regarding their own attitude to drug use.
+ Time scope: Start of measures 1.10.2021, end of measures 30.9.2022. The measure generally has a duration of 12 months. It must be designed and implemented for 12 participants.
+ Specifics regarding the contract duration/extension option: For the period from October 1, 2022 to September 30, 2023 and from October 1, 2023 to September 30, 2024, the client reserves the right to extend the contract by written declaration to the contractor. During the renewal period, the contractor shall provide the same services on the same terms as in the offer letter. The purchaser's use/non-use of the extension options is not subject to any conditions or requirements. There is no need for justification for this.
+ The place of action is Bautzen. The contractor shall ensure that the place of service provision is accessible to all participants by public transport within a reasonable time. The travel time of/to public transport cannot be longer than 15 minutes on foot. The contractor's premises used must be signposted on the building in such a way that they can be easily found by the participant.
+ personnel key: project manager: participants = 10:12; social pedagogue: participants = 0.75:12; handicraft instructor: participant 0.50:12. The value “1" shown in the personnel key corresponds to a weekly working time of 40 hours. A key prerequisite for the success of the measure is personnel that correspond to the SOW qualitatively and quantitatively. The staff employed must be professionally qualified and personally suitable in order to perform the tasks required to fulfil the order for the target group. Social skills and pedagogical experience related to the provision of services must be ensured by the contractor for every employee entrusted with the assignment. As part of the submission of an offer, the qualification of the personnel to be deployed must be demonstrated by filling out form E.1 and explained in the concept of measures. In the form E.1, the bidder's information on the requested fields “Professional graduation/qualification”, “use in the measure as”, “proof of pedagogical suitability”, “proof of professional experience” and “total hours per week in the measure” are binding in the event of a later award award. In the case of several eligible employees of the bidder for personnel deployment in the measure, the information on the E.1 form should therefore be provided by the bidder to an extent that all of the employees in question can meet. The proof of personnel must be made to the client with form E.2 (overall overview) after the award has been awarded, but usually four weeks at the latest 2 weeks before the start of the action. In the case of a shorter start date, submission is required immediately after the award has been awarded. Personnel qualifications must be proven accordingly. By submitting the E.2 form, the contractor assures that the reported personnel correspond quantitatively to the requirements of the SOW.
+ Action costs: include all necessary costs incurred in connection with the preparation and implementation of the measure, in particular: course costs and costs for measures content; costs for required teaching aids, necessary aptitude assessments (e.g. health certificate); costs for necessary socio-pedagogical etc. internship support; costs for the provision of classrooms, staff; examination fees; expenses for creating certificates/certificates; costs for necessary workwear and safety clothing in accordance with legal requirements; costs for preparation and implementation of the planned internships and practical Qualifications in practice workshops; costs for the preparation and sending of application documents; costs for possible job interviews; additional travel costs if applicable (travel costs between different training centers at the place of action, excursions, company visits) expenses for statutory accident insurance of the attendees. (The participant's daily travel costs from the place of residence to the place of action, as well as the costs for practical qualifications and/or addiction counselling and treatment costs, are not part of the price of the measure.)
+ The offer includes a concept of measures, part C appendix B “General presentation of bidders”, part C appendix C “Testimonials and experiences of the bidder”, part C appendix D “proof of premises”, part C appendix E 1 “Proof qualification of personnel to be used” and the completed form 124_LD VHB Confederation issue 2017 as of 2019” own declaration of suitability”. Part C, Appendix E 2, “Overall Overview of Personnel Deployment”, must be proven after the award of the award, but usually 4 weeks at the latest 2 weeks before the start of the action. + Award criteria: Award criteria are 70% the quality (Q) and 30% the price (P). Quality is divided into 3 rating ranges. These are included in the quality rating for the following proportions: 1. Scope — content, method, strategy at 40%; 2nd scoring — human and material resources at 35% and 3rd scoring range — carrier criteria at 25%. The individual sub-criteria and their weighting result from the matrix attached to the procurement documents.
