The target of the procurement is the ERP system of Helen Electricity Network Ltd (hereinafter referred to as HSV). The procurement includes the processing and transfer of the data content of the RKJ system in production use at the time of procurement to the system subject to the procurement, as well as the adaptation of the system subject to the procurement to the system architecture of Helen Ltd (hereinafter Helen) and HSV.

HSV's key business processes are related to the planning and implementation management of network construction investments, connection construction, and operation, maintenance and fault management. The current HSV network ERP environment is supported by the RKJ ERP system, which is to be replaced by a new information system solution. The ERP system must include the following key main functions:

- managing projects and their budget information, costs and schedule information

- management of work orders and materials

- integrations and user interfaces for e.g. monitoring, design and contracting partners

- integrations related to projects and work orders to the network information system, user support system and customer information system

- integrations with the geographic information system and the City of Helsinki's permit system

- integrations with financial management and fixed asset management

- management of billing permissions and integration with purchase invoice management

- integration with quality management

- integration with Azure AD and data interface for Azure data platform

The subscriber has the right to suspend the procurement process.

The procurement includes all systems and interfaces with hardware and their system and application software with licenses required for the functionality described in section II.1.4 and the requirements described in more detail at a later stage of the tendering process as a service-based SAAS solution, in which the production and test environment services are primarily located in the service providers' cloud environments within the EU/EEA.

In addition, the acquisition includes:

- expert and project services required for the construction and commissioning of the system

- on-line connections and data transfers to other systems of Helen, HSV and external service providers

- documentation of the system and its data contents, as well as training of operating and maintenance personnel

- maintenance, support and development services required for the production use of the system from the moment of commissioning of production for 36 months onwards, after which the contract will continue until further notice.

References must be presented for similar ERP system projects and maintenance, support and system development services during production use as this procurement.

The agreement is to be concluded in June 2023 and the delivery to the Client for production use by 30.4.2024 or at the latest during 2024 years.

Procurement is a functional entity that cannot be divided into parts.
