The contracting authority allows for the possibility of submitting partial offers for individual full packages. Each package is a separate partial offer. Each of the Contractors may submit a bid for any number of packages. The contracting authority does not allow for the submission of variant bids. The contracting authority does not provide for the award of supplementary contracts.
