Arbeids- og velferdsdirektoratet c/o Oppfølgingsseksjonen i Tjenesteavdelingen shall enter into a contract with a service provider who can contribute by obtaining knowledge of the effects of a model for the comprehensive follow-up of low income families. The directorate shall develop the model itself, but would like an external evaluator who can follow-up the project with independent research.

In phase 1:
The phase 1 the service provider shall thoroughly understand the model and the programme that shall be tested, come with suggestions as regards the model and programme documentation in order to ensure an optimal research basis, as well as work with optimalising the design and research instruments.
In phase 2:
a) Carry out an effect evaluation (RCT — group randomised, 15 + 15 NAV offices/municipalities) with a focus on the model and the programme's effects for the participating families.
b) Carry out a process evaluation with a focus on:
— which interventions are of the greatest importance for the achieved result
— to what degree defined interventions have been used and implemented as intended (extent and quality), as well as what importance the various activities in the implementation process have had for the application of the programme and the various interventions.
