Rental and maintenance of 72 brand-new and networked copying, scanning and printing systems for the business unit of the Hessian Administration for Land Management and Geoinformation (HVBG)

Rental and maintenance of (all-in) of at least 72 digital, brand-new copying systems for HVBG's business unit in order to maintain operational capability and fulfill the legal mandate.

The copying, scanning and printing systems to be offered must meet the minimum requirements specified in the file "B 04 Printer Criteria Catalogue Minimum Requirements".

The requirements of the German Federal Office for Information Security (BSI) within the SYS 4.1 module (printers, copiers and multifunction devices) must be taken into account. The HVBG must be able to implement the requirements set out in the basic and standard requirements. In this context, particular attention is drawn to the requirements SYS.4.1.A1 (planning of the deployment), SYS.4.1.A2 (access), SYS.4.1.A7 (restriction of administrative remote access), SYS.4.1.A15 (encryption), SYS.4.1.A17 (protection of user and meta data) and SYS.4.1.A18 (configuration).

The generally accepted rules of technology (e.g. DIN 31000, DIN 31001 or equivalent) must be taken into account. The provider assures that the copying, scanning and printing systems ordered from him comply with the accident prevention regulations (autonomous legal norms) put into force in the Federal Republic of Germany by the statutory accident insurance institutions, the occupational health and safety regulations as well as the generally accepted safety and occupational health rules.

The exclusive use of recycled paper in accordance with DIN EN 12281 does not affect the availability of the copying and printing systems. No service or consumables surcharges will be charged.

The copying, scanning and printing systems must be marked in accordance with the requirement DE-UZ 219 edition January 2021 version 3 (01/2021) - Blue Angel eco-label for office equipment with printing function (printers and multifunction devices) - or with an equivalent quality mark.

Insofar as copying, scanning and printing systems with hard disk are required or delivered, the costs for a security tool for hard disk data overwriting according to ISO 15408 EAL 3 (or equivalent) must be taken into account in the price. Print data is stored encrypted on the internal hard drive. In the event of decommissioning, all data and the configuration of the copying, scanning and printing systems will be securely deleted by the contractor (wiping). The client will receive a written confirmation of the deletion. Black and white printing must be preset as standard in the driver. If copying, scanning and printing systems are offered with additional, unrequired interfaces and/or modules (e.g. GSM/WLAN/Bluetooth/NFC/USB, etc.), these functions must be deactivated. If necessary, the contractor must give the client the opportunity to satisfy himself of the decommissioning and deletion within one week.

In the period from Monday to Friday in the period from 08:00 to 16:00, the contractor assures that customer service (in particular troubleshooting) will be handled with a service response time on site of max. 8 hours after receipt of the error message by the contractor.

The copying, scanning and printing systems must be integrated into the local networks of the locations of the Hessian Administration for Land Management and Geoinformation (HVBG) spread throughout Hesse. The locations can be found in the list of locations (file "B 05 Printer Site List LB").

The cabling is carried out by the client. It guides the cables and connectors to the location of the devices. All copying, scanning, and printing systems are pooled.
