For the approximately 7,200 m² plot of land of the former Astrid Lindgren School in the urban area of Lüdinghausen, expert services for the remediation investigation, remediation planning and renovation of the area must be carried out.
The advertised services are summarized in the individually commissioned phases 1 and 2:
Phase 1 (will be firmly commissioned)
Expert services for carrying out a remediation investigation and drawing up a remediation plan
Phase 2 (Option)
Expert services for the preparation and implementation of soil remediation including preparation and participation in procurement, local construction supervision and expert support as well as superstructure management, documentation, coordination according to DGUV rule 101-004, safety and health coordination.
Optionally, it is also possible to commission the Contractor with field investigations (e.g. pile core soundings, sampling, etc.).
Expert services for carrying out a remediation investigation and drawing up a remediation plan (phase 1)
The implementation of the remediation examination includes the following essential work steps:
- Basic determination, evaluation of the available documents / information including plausibility check and identification of information deficits, taking into account the combat means problem,
- preparation of a justified written investigation concept for the remediation investigation, including schedule and cost estimate,
- Preparation of a work and safety plan for the remediation examination (according to DGUV rule 101-004),
- Preparation and participation in the awarding of necessary external services (field work, analysis, any resulting grubbing-up work, etc.) in accordance with the Federal Procurement and Contract Manual (VHB) in coordination with the Client,
- scheduling, coordination and technical support of the site investigations, so that a proper execution of the work is ensured, including auditing,
- Evaluation and documentation of the site investigations carried out, presentation / overview of the type and degree of soil contamination including quantity / mass determination and waste law evaluation of the contaminated soil (including corresponding tables, graphic representation and, if necessary, photo documentation),
- Definition of remediation objectives and definition of redevelopment zones, taking into account current and future use,
- Examination and pre-selection of basically suitable remediation variants and development of site-specific remediation scenarios including cost estimates and cost-benefit analysis,
- Identification of recovery and disposal possibilities for the waste generated during soil remediation (the waste management statutes of the district of Coesfeld must be taken into account), examination of the capacities for separation and removal,
- presentation of approval requirements and other framework conditions, timetable and cost estimate,
- Presentation of the necessary occupational health and safety measures and measures for the protection of residents and other affected persons,
- presentation of the duration of the reorganisation measure(s) and their monitoring possibilities as well as the requirements of follow-up,
- Preparation of the final report on the SU with preferred restructuring proposal in accordance with § 13 BBodSchG and § 6 BBodSchV in conjunction with Annex 3 No. 1 BBodSchV.
The final report to be submitted must be drawn up in such a way that it represents a sufficient basis for the rehabilitation planning from an expert and technical-scientific point of view. This includes, in particular, a detailed graphic representation.
Based on the reorganisation investigation, an approved reorganisation plan in accordance with § 13 BBodSchG must be drawn up.
The restructuring plan must meet the requirements for the restructuring plan set out in Annex 3(2) of the BBodSchV - insofar as relevant in the present case - and contain the information and documents required for a declaration of liability pursuant to Paragraph 13(6) of the BBodSchG. It should be noted that the Substitute Building Materials Ordinance, which will enter into force on 01.08.2023, will come into force with regard to the
Declaration analysis and the subsequent recycling/disposal route (disposal concept) is taken into account.
These include:
- presentation of the initial situation,
- textual and graphic presentation of the measures to be carried out and proof of their suitability,
- presentation of the self-monitoring measures to verify the proper implementation and effectiveness of the measures envisaged,
- presentation of the self-monitoring measures in the context of follow-up care, including monitoring,
- presentation of the schedule and costs,
- Preparation of a work and safety plan in accordance with DGUV Regulation 101-004 and a preliminary SiGe plan for the implementation of the rehabilitation measures,
- Preparation of the SP for the declaration of commitment of the competent authorities, including all necessary information and documents for the administrative decisions included.
