The subject of the contract is: design, implementation and commissioning of a monitoring and control system for water supply facilities of Przedsiębiorstwo Wodociągów i Kanalizacji sp. z o.o. with its registered office in Olkusz (hereinafter referred to as SMiS), including delivery, assembly and commissioning of the necessary components, as well as the transfer of licenses and training.
The Ordering Party has a functioning system of visualization and infrastructure control called SCADA. SMiS, which is the subject of the contract, should take into account: a) monitoring and control of water supply infrastructure, taking into account all the functionalities of the current SCADA in this respect; b) energy monitoring in the form of monitoring of trafo stations, and an alarm system for the protection of facilities along with all the functionalities of the current SCADA system in this respect. The subject of the contract shall include: (a) the development of a preliminary design solution for the new system; b) development of the SMiS executive design; (c)the supply, installation and commissioning of SMiS for the central water supply system; (d)delivery, assembly and commissioning of SMiS for other system facilities; (e)the development of as-built documentation; f) providing licenses and all rights enabling the Ordering Party to use the software provided as part of the order; (g)the development of the SMiS user manual; h) training of the Ordering Party's employees in the operation and administration of the SMiS system. As part of the order, a new system infrastructure will be delivered, installed and launched, including m.in: servers 3 pcs., switches, workstations 3 pcs., monitors 7 pcs., drivers, communication modules. The SMiS system should be launched for a central water supply system comprising 13 facilities (including; water intakes-4 pcs., measuring chambers-6 pcs., water pumping station, water tanks-2 facilities) and 28 pcs. other facilities (local intakes-7 pcs., clean water pumping stations-7 pcs., monitoring points-12 pcs., tanks-2 pcs.) Telemetry posts (17 pcs.) intended to be installed on the basis of a separate procedure monitoring the flow and pressure on the water supply network. Measurement signals are m.in: flow, pressure, water level, pump on/off, chlorine dosing (on/off, setting the set dose), turbidity measurement, burglary alarms, openings (reflection of signals from alarm control panels), facility power signal, temperature, temperature in the I&C cabinet, transfer of inverter operation data, transmission of signals from power equipment, signal of flooding wells and technological rooms. The selection of measurement and control signals has been specified in detail in the SWZ with an indication for a specific group of objects, taking into account their functionality and specificity. Requirements for SMiS: A monitoring system based on SCADA licensing software must be provided and run. The license should provide for a reserve of at least 25% of the variables visualized and archived for the planned 130 objects. The software must provide basic functionalities: collecting, processing, visualizing signals, alarming, archiving, reporting. The software used is required to be marked with a server-client architecture. Client stations should allow access to all SMiS functions based on different user permissions. The provided license should allow modification and configuration of visualizations in SCADA software for the required number of objects, as well as expansion with further objects (a maximum number of objects of 130 pieces should be assumed). The SMiS system should have isolated user accounts that are independent of the operating system(s) accounts. An advanced access protection system (at least three levels) of user profiles will protect the software and prevent unauthorized users from interfering with the entire system. The SMiS system should allow at least 10 users to work simultaneously. All elements of the visualization (information, messages, menu items, reports, help, etc.) must be displayed in Polish. The system will enable remote switching on and off of devices and confirming/erasing device failures. The system will provide at least a 5-year period of data storage with dynamic access and access to archival records from a period of 10 years.
