National (England) support for local authority regulatory activities on tobacco control is intended to ensure aconsistent and proportionate approach to tobacco enforcement and compliance building across the country, working with businesses and local authority enforcement officers to better understand and effectively implement the laws as intended.

This approach is consistent with the better regulation agenda and is supported by tobacco retailers, in particular those with businesses across a number of different local authority areas. Holding enforcement powers is not requirement for this role as enforcement is a matter for individual local authorities.
