Re-hire of a police station "police inspection 2 / police station Herne" for the police headquarters Bochum. The contractor must offer for this purpose a property, on which he will let the police station to the client.
The state of NRW, represented by the Ministry of the Interior of the State of North Rhine-Westphalia, represented by the police headquarters Bochum, intends to rent a new police station for the "police inspection 2 / police station Herne" in the defined selection area in Herne.
The subject of the contract is the conclusion of a rental agreement for a police station to be planned according to the requirements of the AG on a property to be provided by the contractor, located in the defined selection area in Herne. It also permits land immediately adjacent to the road that delimits the selection area. The project can be realized either by reconstruction, refurbishment and modernization of an existing property, by adapting an already under construction object or by planning and new construction of a property specially tailored to the needs of the client. In this case, a sole use of the building is desirable, but not mandatory. For example, a joint use with another authority is conceivable. In the case of joint use of the property or building with other users, it must always be ensured that the AG is housed in a self-sufficient, separately developed part of the building and that the usable areas of the AG are connected.
The new police station requires about 1 600 m according to approved room program
The police station is said to be located in police operations and customer traffic central, convenient location. This means a location that allows access to the local road network and public transport, and is within the specified selection area. In addition, the property must meet all specified minimum criteria.
Since the AG considers the new location of particular importance and the specification of the property to be an indispensable prerequisite for the submission of a first offer in the negotiated procedure, it will only request those applicants to submit a first offer which already prove with their application for participation that they have a have suitable land on which the new police station can be accommodated adequately in the future. Applicants are open to nominate several suitable plots of land with their application to participate. If more than one piece of land proves to be suitable, the candidate must, on request to submit an offer, decide for which of his suitable plots of land he wishes to make an offer. In addition, the applicants are free to change the land for the indicative offer: further plots of land will be admitted to the indicative offers if they meet the minimum criteria stated in the entry contest. The Contractor must also be the owner or property owner of the property at the latest at the time of leasing the leased property.
