The Helsinki Region Transport Group (business ID 2274586-3), together with the Capital Region's Junakalusto Oy (business ID 1874314-4), will ask for your offer in accordance with this invitation to tender for vehicle routers (later router), compatible antennas, support services such as a service desk and maintenance services such as maintenance of the equipment to be delivered and the maintenance of the software.
The subscriber acquires the installation of routers on the fleet with a separate acquisition. However, the supplier is required to participate in installations testing.
Different routers may be offered for the bus, rail and Sm5 train platform, but from uniform equipment to different fleet is credited with quality comparison.
The router/routers offered must meet the mandatory requirements and the optional features receive points in the quality comparison.
The supplier is selected by scoring. Scoring is done on the basis of price, quality, as well as the characteristics of routers.
The acquisition is divided into three subdivisions, designated as follows:
A Bus fleet (agreement is concluded with the Helsinki Region Transport Group)
B Rail fleet (Sm2 and Sm4 trains and trams) (agreement is concluded with the Helsinki Region Transport Group)
C Sm5 train fleet (contract is concluded with Capital Region Junakalusto Oy).
Subdivisions A and B are the contracting unit of the Helsinki Region Transport and Subdivision C Metropolitan Junakalusto Oy.
An offer can be made from one or more subdivisions. The offers are individually compared, but offering all aspects of the quality comparison will gain points.
Bus fleetSubdivision A Bus fleet: see Appendices to the Request for Tender and Draft Contracts. HSL acquires the equipment and services of Subdivision A.
Rail equipmentSubdivision B Rail equipment: see Appendices to the Invitation to Tender and Draft Contracts. HSL acquires the equipment and services of Subdivision B.
The rail fleet includes Sm2 and Sm4 trains, as well as option trams. HSL acquires routers for trains mentioned above.
Tram routers are acquired by either HSL in this acquisition or by the owner of the trams through a separate acquisition.
HSL will decide on the acquisition of tram routers at a later date and therefore the tram routers are in this acquisition as an option.
Sm5 train fleetSubdivision C Sm5 train fleet: see Appendices to the Request for Tender and Draft Contracts. Metropolitan Train Platform Ltd. Acquires the equipment and services of Subdivision C.
Subdivision C services and service levels differ from other subdivisions. The supplier is responsible for the monitoring, management and maintenance of the vehicle router, including failure clearance and resolution and maintenance of router programs. The operator of Sm5 trains is VR-Yhtymä Oy, which is responsible for the work on trains (e.g. equipment changes).
In Part C, the compulsory option (the provider is forced to provide, the Subscriber decides to subscribe) are mobile communications subscriptions, SIMS and APNs, as well as related monitoring, management and maintenance services including disruption settlement and solution.
