The city of Hamm (client) is inviting tenders for school social work at two municipal schools throughout Europe from the 2023/2024 school year.

School social work is based on the requirements of the decree of school social work of the state (circular of the Ministry of School and Education - 524.-6.08.01-162765 - of 22.09.2021) in order to support all children and young people at all types of school in developing into independent and responsible personalities in cooperation with teachers, other staff working at school, extracurricular partners and persons entitled to receive them.

School social work focuses in particular on the following objectives:

- strengthening social behaviour through socio-educational group work,

- Strengthening personality through individual case help as well as systemic counselling,

- Participation in successful intra- and extracurricular networking (so-called pilot function) and support of parents in applications in the school context,

- conceptual work in the field of school development,

- qualitative assurance and further development of holistic school social work through coordination tasks.

For this purpose, the client provides school social work from subsidies and municipal funds. A total of 19.75 school social work positions will be set up in the city area. These positions will benefit schools in a targeted manner. The allocation of posts is based on arithmetical speed and the social index.

In this procedure, the 0.75 job shares that have not yet been awarded are advertised.

In order to network school social work with the support options on site or in the social rooms in the best possible way, it should be carried out by contractor personnel on site. Against this background, this procedure awards a corresponding service.

The requirements for the service to be awarded result from the service description.

The language of the proceedings shall be German. The offer documents must be written in German. Foreign-language proofs and certificates must be submitted in a certified German translation. German is the fixed language of all communications, presentations, meetings, information and documentation, etc. even after the contract has been awarded.

For reasons of better readability, the simultaneous use of the language forms male, female and diverse (m/f/d) is omitted in the tender documents. All personal designations apply equally to all genders. The abbreviated form of language has only editorial reasons and does not imply any evaluation.

The amounts stated in the tender documents are to be understood as gross values in euros.

The contractor shall carry out the organisation of school social work, counselling of the school as well as the organisation and implementation of counselling and support services in the sense of the objectives formulated in the service description under A.3.4.2 and the implementation of the offers after consultation with the school and time specifications by the school, taking into account the provision in this service description. For this purpose, an agreement on the concrete operational objectives must be concluded annually between the school and the contractor. This must be made known to the client.

In the design, the contractor must always instruct the students to behave in an environmentally friendly manner and take the goals of a sustainable school as a basis.

The contractor shall ensure that its specialists perform the protection mandate pursuant to § 8 a Abs. 1 SGB VIII in an appropriate manner and consult an experienced specialist in the assessment of the hazard risk.

In addition, the contractor must assume the necessary administrative tasks for school social work.

- Personaleinstellung,

-Personnel management

- Vertretungsregelung,

- Billing and proof of use (incl. proof of personnel deployment)
