The tender contest concerns a framework agreement for the delivery of materials and services related to access control and door automation to Lier Eiendomsselskap KF, Lier municipality and other legal entities such as municipal enterprises and other bodies under municipal administration.
The framework agreement applies to maintenance and renovation, but also some reconstruction and development of own properties. The contracting authority reserves the right to collect its own tenders and to maintain facilities from another manufacturer regardless of the agreement for new projects/buildings.
The framework agreement shall also include installation, cable routing, testing and commissioning.
The framework agreement includes operation and the contracting authority wants the provider to have an established 24 hours duty scheme.

The service provider must also be able to deliver equipment to supplement and expand the existing and new systems with fully compatible equipment, without replacing main components in the current system. Compatible means that the same card technology must be able to be used for new and old systems, and that management, monitoring of programming must be able to take place from the same platform and software.
The contract value is estimated to be above the EEA threshold. The estimated value is not binding for the contracting authority. The need is uncertain. The historical figure for procured services is NOK 7 500 000 excluding VAT in the past 4 years. The volume will be dependent on i.a. the contracting authority's requirements, activities, budget and other framework factors.

Tenders cannot be submitted for parts of the assignment, and alternative tenders are not allowed. The contracting authority considered dividing the contract, but has decided that this is not suitable for this project.
Framework agreement.
The procurement will be regulated by the attached framework agreement.
The contracting authority shall sign an agreement with one to 3 tenderers, as long as a sufficient number of qualified tenderers submit tenders.
The contracting authority expects that the tenderer studies the contractual terms and makes the required internal clarifications in such a way that a contract can be signed if awarded.
