Open procedure for the assignment of the management of school transport services, school bus surveillance, pre-school and post-school management of the Municipalities of Bagno e Impruneta - CIG 7590920ABD

This contract has as its object the awarding of the school transport service, school bus and pre-post school surveillance, of the nursery, primary and secondary schools of the municipal territories of Bagno a Ripoli and Impruneta as described by following:

a) Bagno a Ripoli - school transport service with the economic operator's own vehicles in relation to 5 lines

b) Impruneta - school transport service with the economic operator's own means in relation to 2 lines

c) Bagno a Ripoli - school bus surveillance service for kindergarten and, partially, for primary school, for the complex of pre and post-school lines for only transported in some of the complexes involved

d) Bagno a Ripoli - paid pre-school service;

e) Impruneta - school bus surveillance service for kindergarten

f) Bagno a Ripoli - possible replacement of municipal drivers

The total amount of the contract is EUR 4 390 564.50 plus VAT in accordance with the law as follows:

- EUR 2 582 685.00 for the amount based on the tender subject to a reduction, net of VAT and / or other taxes and statutory contributions, as well as safety charges due to interference risks,

- EUR 0.00 for security charges against interference beyond VAT and / or other taxes and statutory contributions excluded not subject to discount,

- EUR 1 549 611.00 for the amount envisaged for the renewal for a further 3 years pursuant to Article 63, paragraph 5, of Legislative Decree 50/2016, as amended.

- EUR 258 268.50 for the amount provided for the extension of the maximum period of 6 months, pursuant to Article 106, paragraph 11, of Legislative Decree 50/2016, as amended.

Pursuant to art. 23, paragraph 16 of the Code, the amount based on the tender includes the labor costs that the contracting station has estimated at 60% of the total cost. The breakdown of the cost components used to assess the incidence of the individual items is shown in the following table. In estimating the cost of the service, it was also considered that the same has a linear organizational structure, without overlapping schedules. In particular, for the estimate of personnel costs, reference was made to the standard cost model used by the Tuscany Region in the LPT sector (Del. GRT 134/12 and 2013 update of the estimate of production costs). The model has been simplified and adapted to the service context of municipal interest. To specify that for the estimate of personnel costs, in the regional model, the CCNL autoferrotranvieri is taken as a reference since it is one of the most used contracts in the collective transport sector.

The total price is inclusive of every charge and expense necessary for the completion of the requested service.

The service will be contracted for 5 school years from September 2019 to 31.8.2024, with the possibility of renewal pursuant to article 63, paragraph 5, of Legislative Decree 50/2016, ss.mm.ii. for a further 3 years, starting from the stipulation of the contract. In the event of renewal, the vehicles cannot in any case have a registration date of more than 12 years, unless expressly authorized by the client administrations.

The option to extend pursuant to Article 106, paragraph 11, of Legislative Decree 50/2016, ss. Mm.ii., is reserved, limited to the time strictly necessary for the conclusion of the procedures for the identification of a new contractor , for a maximum period of 6 months; in this case the contractor is required to perform the services provided in the contract at the same prices, agreements and conditions or in any case on more favorable conditions for the contracting station.
