The purpose of the public service delegation contract is to entrust an economic operator with the management, operation and maintenance of the dark fibre optic network installed on the Alpespace business park located in the municipalities of Porte de Savoie and Sainte Hélène du Lac (Savoie). The remuneration of the holder will be ensured by means of the operating revenues collected on the users. The licensee shall fully assume the financial risk inherent in the operation of the delegated public service. In return for the occupation and exploitation of the public domain, it will pay the conceding authority a periodic public domain occupancy fee

the holder shall be responsible, for the duration of the concession, for the management of the delegated public service comprising:-the operation of existing installations and infrastructures, taking into account the current occupation of the ducts on the site by electronic communications operators;-the general upkeep and maintenance of the dark fibre optic network;-where appropriate, the security of all or part of the dark optical fiber network that requires it;-the immediate intervention at the first request of a user or the conceding authority, in the event of malfunction or temporary interruption of the network, with a view to its rapid restoration (less than 24 hours);-the connection to the network of the companies located on site, which would make the request to the conceding authority, under conditions likely to fully cover their real and variable fiber optic needs;-the optimization of the operation of existing installations and infrastructures
