The agreement consists of making an ECHR system available and performing payroll processing.

The agreement is entered into for a minimum period of three years and a maximum of nine years. The intended commencement date of the agreement is 8.4.2021. The start of the initial term is 1.1.2022. The contracting authority intends to put the solution into production by 1.1.2022 at the latest.

In the new situation, Dienst Dommelvallei carries out its HRM administration in an electronic system, which is offered by the supplier. This ECtHR system enables the execution of a number of selected HRM processes. Procedures for entering and changing data and approving or rejecting requests are embedded in the system. Employees have access to their personal data and can make certain changes themselves.

Links are made between the ECHR system and other systems of Dienst Dommelvallei. The service provider is responsible for the availability, proper functioning and continuity of the ECHR system. He guarantees the reliability, integrity and confidentiality of the data in the ECHR system. In addition, the service provider ensures correct parameters for an up-to-date salary processing based on the changes entered by the salary administration.

The ECHR system provides management information for management.

The supplier takes care of the salary processing, based on the HRM administration in the EHRM system conducted by Dienst Dommelvallei. The supplier is responsible for, among other things:

- calculating the salary on the basis of current laws and regulations;

- providing digital payslips,

- preparing the bank file in the ECHR system for checking, approval and further processing by Dienst Dommelvallei.
