1. The subject of the order is “Receipt, export and development of waste from the Town and Spa Municipality of Muszyna”.
2. The Contracting Authority allows partial tenders to be submitted for individual tasks:
A. TASK NO 1 PLASTICS — RECEPTION, EXPORT AND DISPOSAL OF WASTE
B. TASK NO 2 MIXED WASTE — COLLECTION, EXPORT AND DISPOSAL OF WASTE
C. TASK NO 3 LARGE-SIZED WASTE — COLLECTION, EXPORT AND DISPOSAL OF WASTE
D. TASK NO 4 EXPIRED MEDICINES — COLLECTION, EXPORT AND DISPOSAL OF WASTE
E. TASK NO 5 BIODEGRADABLE WASTE — COLLECTION, EXPORT AND DISPOSAL OF WASTE
F. TASK NO 6 WASTE FED TYRES — COLLECTION, EXPORT AND DISPOSAL OF WASTE
G. TASK NO 7 SEWAGE SLUDGE — COLLECTION, EXPORT AND DISPOSAL OF WASTE

TASK NO 1 PLASTICS — COLLECTION, EXPORT AND DISPOSAL OF WASTE1) The subject of the contract shall include the provision of a service for the collection, export and disposal of plastic waste from selective collection of approximately 300,00 Mg (tonnes), in accordance with the requirements laid down in the Waste Act of 14 December 2012 together with the implementing acts.
2. The Contractor shall, in particular, be obliged to:
(a) the delivery of two containers with a capacity of 30-35 m3 for the export of waste to a designated place on the territory of the Town and Spa Municipality Muszyna.
(b) the receipt of waste classified in the catalogue of waste under codes 20 01 39, 15 01 02, 15 01 05, 20 01 40, 15 01 04;
(c) the successive receipt of two filled containers, in place of received containers containing waste, leaving the same amount of empty containers. The Contracting Authority shall report to the Contractor the need to export the waste. Reception will take place from the place designated by the Ordering Party in the Town and Spa Municipality of Muszyna, among others, from the Selective Collection of Municipal Waste in Muszyn and Powroźnik, on working days during the hours of the Ordering Party, i.e. Monday to Friday from 7:00 to 15:00. Loading work of waste into containers is carried out by the Ordering Party;
(d) as part of the acceptance operation, the Contractor undertakes to photograph from cars used to transport empty containers to the subversion and to load containers of waste onto those cars;
(e) the export and disposal of plastic waste.
3) It is the responsibility of the Contractor to ensure:
(a) the permanent and legible marking of the cars, prominently, the name of the company and the address details and telephone number of the Contractor;
(b) safeguards against uncontrolled discharge of waste, during storage, handling and transport;
(c) a vehicle structure which will protect against the spattering and spraying of the waste transported and minimise the impact of atmospheric factors on waste;
(d) vehicles for the transport of waste which meet the specific requirements for vehicles, in accordance with the Regulation of the Minister of the Environment of 11 January 2013 on specific requirements for the collection of municipal waste from property owners.
4) In 2022, an estimated 250,00 tonnes of plastic waste collected selectively is planned from the Town and Spa Municipality of Muszyna.
5) The Contracting Authority also reserves the possibility of delivering waste by its own transport, having previously notified that fact to the Contractor.
TASK NO 2 MIXED WASTE — COLLECTION, EXPORT AND DISPOSAL OF WASTE1) The subject of the contract includes the provision of reception, export and disposal of non-segregated (mixed) municipal waste in an amount of approximately 2,200,00 Mg (tonnes) for the installation of mechanically-biological waste, in accordance with the requirements laid down in the Waste Act of 14 December 2012 along with executive acts.
2. The Contractor shall, in particular, be obliged to:
(a) the delivery of three containers with a capacity of 30-35 m3 for the export of waste to a designated place within the Town and Spa Municipality of Muszyna;
(b) receipt of waste classified in the catalogue of waste under codes 20 03 01;
(f) the successive receipt of two filled containers, in place of received containers containing waste, leaving the same amount of empty containers. The Contracting Authority shall report to the Contractor the need to export the waste. Reception will take place from the place designated by the Ordering Party in the Town and Spa Municipality of Muszyna, among others, from the Selective Collection of Municipal Waste in Muszyn and Powroźnik, on working days during the hours of the Ordering Party, i.e. Monday to Friday from 7:00 to 15:00. Loading work of waste into containers is carried out by the Ordering Party;
(c) The Contractor undertakes to collect and transport to the recovery or disposal sites of containers containing waste after receipt of information from the manager of the telephone form and in the BDO system on the same day from 14.00 to 20.00. In addition, the Contractor undertakes to collect waste and transport that waste to recovery or disposal sites for any request by the Contracting Authority, in the quantity of containers containing the waste indicated in the notification. In such a case, receipt will take place on the same day after the notification, between 14.00 and 20.00, regardless of the receipt provided for in the previous sentence;
(d) as part of the acceptance operation, the Contractor undertakes to photograph from cars used to transport empty containers to the subversion and to load containers of waste onto those cars;
(e) transport of waste to recovery or disposal points;
(f) mechanical treatment of the waste received;
(g) the use of secondary raw materials from received waste;
(h) disposal of residues from mechanical treatment of received waste.
3) It is the responsibility of the Contractor to ensure:
(a) the permanent and legible marking of the cars, prominently, the name of the company and the address details and telephone number of the Contractor;
(b) safeguards against uncontrolled discharge of waste, during storage, handling and transport;
(c) a vehicle structure which will protect against the spattering and spraying of the waste transported and minimise the impact of atmospheric factors on waste;
(d) vehicles for the transport of waste which meet the specific requirements for vehicles, in accordance with the Regulation of the Minister of the Environment of 11 January 2013 on specific requirements for the collection of municipal waste from property owners.
TASK NO 3 LARGE-SIZED WASTE — COLLECTION, EXPORT AND DISPOSAL OF WASTE1) The subject of the contract shall include the provision of the collection, export and disposal of large-sized waste in an amount of approximately 350,00 Mg (tonnes), in accordance with the requirements laid down in the Waste Act of 14 December 2012, together with the implementing acts.
2. The Contractor shall, in particular, be obliged to:
(a) the delivery of two containers with a capacity of 30-35 m3 for the export of waste to a designated place on the territory of the Town and Spa Municipality Muszyna.
(b) receipt of waste classified in the catalogue of waste under codes 20 03 07,
(c) the successive receipt of two filled containers, in place of received containers containing waste, leaving the same amount of empty containers. The Contracting Authority shall report to the Contractor the need to export the waste. Reception will take place from the place designated by the Ordering Party in the Town and Spa Municipality of Muszyna, among others, from the Selective Collection of Municipal Waste in Muszyn and Powroźnik, on working days during the hours of the Ordering Party, i.e. Monday to Friday from 7:00 to 15:00. Loading work of waste into containers is carried out by the Ordering Party;
(d) as part of the acceptance operation, the Contractor undertakes to photograph from cars used to transport empty containers to the subversion and to load containers of waste onto those cars;
(e) the export and disposal of large-sized waste.
3) It is the responsibility of the Contractor to ensure:
(e) the permanent and legible marking of the cars, in a prominent place, the name of the company and the address and telephone details of the Contractor;
(f) protection against uncontrolled discharge of waste, during storage, handling and transport;
(g) a vehicle structure which will protect against the spattering and spraying of the waste transported and minimise the impact of atmospheric factors on waste;
(h) vehicles used for the transport of waste which meet the specific requirements for vehicles, in accordance with the Regulation of the Minister of the Environment of 11 January 2013 on specific requirements for the collection of municipal waste from property owners.
8) In 2022, an estimated 350,00 tonnes of waste is planned from the area of the Town and Spa Municipality of Muszyna.
9) The Contracting Authority also reserves the possibility of delivering waste by its own transport, having previously notified this fact to the Contractor.
TASK NO 4 EXPIRED MEDICINES — COLLECTION, EXPORT AND DISPOSAL OF WASTE1) The subject of the contract includes the provision of the operation of specialized containers for the collection of expired medicines, the reception, transport and disposal of expired medicines from pharmacies, pharmacy points located within the administrative boundaries of the Municipality of Muszyna, as indicated in Annex No 1 to SWZ. The subject of the order includes waste classified under codes: 20 01 32.
2. The Contracting Authority reserves the possibility of identifying additional, other than those listed in Annex 1 to SWZ, waste collection sites during the duration of the subject of the contract, in the event of such a need.
3) The anticipated quantity of expired medicines for receipt during the entire duration of the order is approximately 0.4 Mg (tonnes).
4) Overdue drugs will be accumulated in specialized containers for collection of expired drugs.
5) Receipt of waste from individual pharmacies, pharmacy points will take place 1 time per quarter and in the event of such need within 7 days of notification by the Ordering Party.
6) It is the responsibility of the Contractor to ensure:
(a) safeguards against uncontrolled discharge of waste, during storage, handling and transport;
(b) a vehicle structure that will protect against the spattering and spraying of the waste transported and minimise the impact of atmospheric factors on waste.
TASK NO 5 BIODEGRADABLE WASTE — COLLECTION, EXPORT AND DISPOSAL OF WASTE1) The subject of the contract is the provision of a service for the reception, export and disposal of biodegradable municipal waste in the amount of approximately 30,00 Mg (tonnes) to RIPOK for installations of KOMPOSTECH in Nowy Sącz, in accordance with the requirements laid down in the Waste Act of 14 December 2012 together with the acts executive. The subject of the order includes waste classified under codes: 20 02 01, 20 01 08.
2) In the course of the subject of the contract, the Contractor is obliged to:
2.1) Receipt of biodegradable municipal waste from the place indicated by the Ordering Party in the Town and Spa Municipality of Muszyna,
2.2) Export of biodegradable municipal waste by transport adapted for this purpose.
2.3) Leave to load containers in the loading square by photo of them from carriers/motor vehicles.
3) The loading work of biodegradable waste into containers is carried out by the Ordering Party.
4) The Contracting Authority shall report to the Contractor the necessity of exporting biodegradable waste. The collection of waste will take place from the place designated by the Ordering Party in the Municipality of Muszyna on working days during the working hours of the Ordering Party, i.e. Monday to Friday from 7:00 to 15:00.
5) It is the responsibility of the Contractor to ensure:
(a) the permanent and legible marking of the cars, prominently, the name of the company and the address details and telephone number of the Contractor;
(b) safeguards against uncontrolled discharge of waste, during storage, handling and transport;
(c) a vehicle structure which will protect against the spattering and spraying of the waste transported and minimise the impact of atmospheric factors on waste;
(d) vehicles for the transport of waste which meet the specific requirements for vehicles, in accordance with the Regulation of the Minister of the Environment of 11 January 2013 on specific requirements for the collection of municipal waste from property owners.
TASK NO 6 WASTE FUSED TYRES — COLLECTION, EXPORT AND DISPOSAL OF WASTE1) In the course of the subject of the contract, the Contractor is obliged, in particular, to receive waste of used tyres from the Selective Collection of Municipal Waste in the Town and Spa Municipality of Muszyna. The subject of the order includes waste classified under the codes: 16 01 03.
2) The Contracting Authority shall, and the Contractor shall undertake to use in the manner referred to in paragraph 4 of the waste in an amount of approximately 12,00 Mg (tonnes).
3) The Contractor undertakes to supply containers with a capacity of min 30-35 m3 to the designated place for the export of waste. The containers will be successively received after filling.
4) In the course of the subject of the contract, the Contractor is obliged to:
4.1) Receiving waste from the site indicated by the Contracting Authority referred to in paragraph 1 and its transport to recovery or disposal points.
4.2) Mechanical treatment of received waste.
4.3) The use of secondary raw materials from received waste.
4.4) Disposal of residues from mechanical treatment of received waste.
4.5) Positions for loading by the Contractor of containers in the loading square by photo of them from carriers/motor vehicles.
5) The loading work of waste into containers is carried out by the Ordering Party.
6) Any costs associated with the performance of services constituting the Contractor's obligation,
including the cost of loading containers containing waste onto cars for transport will be borne by the Contractor.
7) The Contractor undertakes to leave the waste from the Selective Collection Point of Municipal Waste, in place of the received containers containing waste, the same amount of empty containers.
8) As part of the reception operation, the Contractor undertakes to photograph from cars used to transport empty containers to the subversion and to load containers of waste onto those cars.
9) The Contractor undertakes to collect and transport to the recovery or disposal of containers containing waste after information on filling it in the shortest possible time not later than one working day Monday to Friday inclusive, except for days off work at Ordering man. Receipt of waste will take place between 7.00 and 15.00. In addition, the Contractor undertakes to collect waste and transport that waste to recovery or disposal sites for any request by the Contracting Authority, in the quantity of containers containing the waste indicated in the notification. In such a case, the reception will take place on the following day after the notification, from 7.00 to 15.00, regardless of the receipt provided for in the previous sentence.
10) It is the responsibility of the Contractor to ensure:
(a) safeguards against uncontrolled discharge of waste, during storage, handling and transport;
(b) a vehicle structure which will protect against spattering and spraying the waste transported and minimise the impact of atmospheric factors on waste;
(c) vehicles used for the transport of waste which meet the specific requirements for vehicles, in accordance with the Regulation of the Minister of the Environment of 11 January 2013 on specific requirements for the collection of municipal waste from property owners.
TASK NO 7 SEWAGE SLUDGE — COLLECTION, EXPORT AND DISPOSAL OF WASTE1) The object of the order is the collection, transport and recovery by composting (recovery process — R3) of stabilized municipal sewage sludge approximately 20% p. m. dehydrated on the decantation centrifuge (waste code: 19 08 05) from the wastewater treatment plant in Muszyn.
2) At the time of receipt by his own means of transport, the Contractor becomes their holder and assumes full responsibility for the manner of their further development, including transport and processing, which should comply with the authorisations held, including the decision authorising the operation activities in the field of collection, transport, recovery and disposal of waste codes 19 08 05. The contract must be carried out in accordance with the provisions of the Act of 14 December 2012 on waste and implementing acts.
3) The Ordering Authority estimates that in 2022 there will be min. 350 Mg of municipal sewage sludge for collection.
4) The Contractor during the period of implementation of the subject of the contract is obliged to
(a) the provision of its own transport for the reception of municipal sewage sludge in accordance with the authorisation held,
(b) receipt of sludge by own containers (sludge is deposited in containers of the Ordering Party by 7m³ - there is a possibility of reloading the sludge into larger containers — a method of receipt to be agreed with the Ordering Party).
5) It is the responsibility of the Contractor to ensure:
(a) the receipt of stabilised sewage sludge from the treatment plant within 48h from the date of notification (email or telephone application),
(b) the permanent and legible marking of the cars, in a prominent place, the name of the company and the address details and telephone number of the Contractor;
(c) safeguards against uncontrolled discharge of waste, during storage, handling and transport;
(d) a vehicle structure which will protect against the spattering and spraying of the waste transported and minimise the impact of atmospheric factors on waste;
(e) vehicles used for the transport of waste which meet the specific requirements for vehicles, in accordance with the Regulation of the Minister of the Environment of 11 January 2013 on specific requirements for the collection of municipal waste from property owners.
TASK NO 8 SAND AND SCALES — COLLECTION, EXPORT AND DISPOSAL OF WASTE1) The subject of the contract includes the provision of a waste collection, export and disposal service with codes in accordance with the Regulation of the Minister of Climate of 2 January 2020 on the catalogue of waste, i.e. scales 19-08-01 in quantity of 40 Mg (tonnes) and sandbox content 19-08-02 in quantity of 20 Mg (tonnes) ) from the sewage treatment plants in Muszyna, Andrzejówka and Żegiestowo.
2) The amount of waste generated depends on the quantity and quality of wastewater that flows into treatment plants.
3. The Contractor shall, in particular, be obliged to:
(a) leave for loading min. 2 metal containers with a capacity of 20 m³ on the loading square by photo of them from carriers/motor vehicles. The loading work of waste into containers is carried out by the Ordering Party.
(b) the receipt of the scales and the contents of sandpipers from the place indicated by the Ordering Party, i.e. the sewage treatment plant in Muszyn, Andrzejówka and Żegiestów. The Contracting Authority shall report to the Contractor the need to export the waste. The collection of waste will take place from the place designated by the Ordering Party in the Town and Spa Municipality of Muszyna within two days from the date of receipt of the telephone information from the Ordering Party, from Monday to Friday, from 7:00 to 14:00.
(c) the export of the scales and the contents of the sandpipers adapted for this purpose by transport.
(d) waste disposal in the form of scraps code 19-08-01 and sandbox content code 19-08-02 from sewage treatment plants in Muszyna, Andrzejówka and Żegiestow.
4) It is the responsibility of the Contractor to ensure:
(a) the permanent and legible marking of the cars, prominently, the name of the company and the address details and telephone number of the Contractor;
(b) safeguards against uncontrolled discharge of waste, during storage, handling and transport;
(c) a vehicle structure which will protect against the spattering and spraying of the waste transported and minimise the impact of atmospheric factors on waste;
(d) vehicles for the transport of waste which meet the specific requirements for vehicles, in accordance with the Regulation of the Minister of the Environment of 11 January 2013 on specific requirements for the collection of municipal waste from property owners;
(e) vehicles which comply with the requirements laid down by law, in particular are sealed (not causing leaks), stable (prevent the draining of sediments, scraps and sandpipers and their entry outside the vehicle), have a load capacity and strength adapted to export scraps and the contents of sandpipers.
