In the course of the present Open Procedure, the North Rhine-Westphalia State Office for Central Police Services intends to conclude a framework agreement with an economic operator on the supply of equipment belts for the police forces of the State of North Rhine-Westphalia. Detailed information on the equipment belts can be found in the Technical Specifications (Chapter B).

With regard to the framework agreement, no minimum purchase quantities are agreed.

According to case law of the ECJ dated 17.06.2021 _ Case C - 23/20 - the client is obliged to specify a maximum quantity in order to ensure transparency and non-discrimination in competition.

A call-off obligation cannot be derived from this. The client estimates that there is a need for approximately 12,000 pieces of complete equipment belts, 2,000 pieces of belt-keepers, 400 pieces of equipment belts without accessories and 400 pieces of belt buckles over the entire term of the contract.

The maximum quantity of the attached framework agreement is estimated at 18,000 pieces of complete equipment belts, 3,200 pieces of belt-keepers, 800 pieces of equipment belts without accessories and 800 pieces of belt buckles.
