The subject matter of the contract is to provide detailed and structured information on public procurement markets of EU major trading partners which are not parties to the GPA (such as Brazil, China, India, Mexico, Russia and Turkey) and to identify any protectionist measures, regulatory and non-regulatory, which limit the access to public procurement markets.
To identify priorities and strengthen the EU's position in contacts with a number of third countries notably in view of future accessions to the WTO Government Procurement Agreement (GPA), accurate information on the structure, level and organisation of public procurement markets is needed. Little information is currently available on the openness of public procurement markets in third countries and complex economic and statistical analysis is needed to gather the relevant data.
