Details of the construction project

- General description

The residence of the German Embassy Washington was built between 1992 and 1994 according to plans by Prof. O. M. Ungers on the federal property of 1800 Foxhall Road, Washington D.C. The architectural design of the building is subject to copyright protection and can be classified as a monument.

After 27 years of use of the residence - despite regular maintenance - the technical systems for heating, cooling and ventilation technology in particular have now been cut off. The devices and their components are increasingly prone to failure. The planned renovation measures should therefore focus on the renewal of technical building equipment, especially in the basement and roof sector. In the building construction sector, in addition to the interventions resulting from the renewal of the TA, a number of other focal points should be mentioned (refurbishment of parquet floors, renovation of outdoor coverings, overplanning the kitchens).

The subject of the order are project management services in one's own office. The German language applies exclusively to the implementation of the contract.

Very good knowledge of the applicant's spoken and written German and English language is still required.

Interface concept HOAI/AIA, D/USA planning, GP/execution GU:

Project management establishes a concept for interface coordination with the participation of the general planner. The interfaces between German and American planning and execution, construction contract administration and services for on-site project representation (contract documents of the American Institute of Architects) as well as the interfaces between GP and the companies/GU to be commissioned and their to examine and weigh different requirements in detail with regard to their qualitative, scheduling and economic effects in order to then implement the specifications with the parties involved in consultation with the client. Depending on the result of the synopsis and in the course of preparing the budget justifying the budget, the performance profile of the general planner may have to be adjusted accordingly from LPH 3 onwards.

The VGV procedure for general planning services is currently running in parallel to the tendering of project management services. The general planner will integrate a local partner office/subcontractor entitled to design templates, insofar as the general planner is not entitled to design templates himself in Washington. General planning services are provided either in our own office or with partners in joint bidding (general planning, building project planning and technical equipment specialist planning) and subcontractors.

In the case of a bidding association with an on-site planning office or a subcontractor on site, it must be ensured that the change of leadership to US-American planning - if this corresponds to the result of the synopsis (see below) - is guaranteed between LPH 3 and 4 in order to ensure the quality of planning and tenders accordingly of the local market and continue to take into account the content of design planning.

To ensure that access to local companies/a local JV is guaranteed, the general planner is obliged, depending on the results of the tenders, to provide the necessary services of Construction Contract Administration and Architect's Services for On-site Project Representation in accordance with the AEOI, in the current to ensure the implementation of the project goals during implementation.

Synopsis Technical Standard (incl. maintainability/sustainability/energy efficiency):

With the help of project management, the general planner continuously sets up a synopsis to the standard. Local maintainability and servicing - in particular the maintenance-intensive components/plant components, must be aimed at by local companies as far as possible, without support services from Germany, as far as possible, unless compelling aspects contradict this. Furthermore, the synopsis must also take into account the appropriate application abroad of the Sustainable Building Assessment System (BNB) and the current BMI energy efficiency decree. In order to determine this, clarifications of the specifications for the standard must therefore be continuously set up in the context of the preparation of EW construction quality ES construction according to the trade /plant in order to assess the cost-effectiveness, maintainability and technical risk in order to determine the project in consultation with the client and the user meet.

Art concept (taking into account copyright/art in construction):

The GP will develop an art concept as part of the creation of the ES-Bau in EW construction quality. The coordination that results from this concept is to be achieved with the participation of project management.

For planning and construction, it should be noted that the materiality and surface design of the interiors are of very high quality in terms of design and execution. Access to TA's technical installation guides is limited or not at all (no inspection shafts, flaps, etc.). It is possible that accessibility is also hampered by the works of existing art in construction, which are firmly connected to the building. The evaluation of this situation is to be carried out by the general planner as part of the preparation of the ES-building in EW construction quality.

An art conservator is engaged by BBR. The responsibility for tendering and implementing the necessary measures to safe/store and maintain the works that are permanently linked to the building as art-on-building lies with the general planner.

If necessary, the Unger Foundation's participation in the preservation of the design quality is intended.

The BFaA (Federal Office of Foreign Affairs) is responsible for works of art and Unger furniture that do not belong to the original art in construction. Nevertheless, the resulting dependencies (coordination of measures, assessment of time windows, installation and removal, etc.) must be taken into account and integrated into the coordination of the measure by the general planner with the participation of project management.

Guidelines, rules and guidelines:

If planning and execution deviates from the regulations of the BauO NRW or regulations issued on the basis of them, an adjustment must be made in accordance with Section 59 BauO NRW (“legally existing structural facilities”). Local planning, building rules and occupational health and safety law also applies - the aim is to implement the protection goals according to German occupational health and safety. The guidelines for the implementation of federal construction tasks (RBbBAu), the principles and guidelines for federal construction tasks abroad (GRB-A), guidelines for foreign construction (RIa) and the specific requirements of the Federal Foreign Office - in particular the Foreign Security Directive (SR-A) - must also be taken into account.

If the planning of the structural measures in the existing building is seen as the necessity of dealing with the statics and stability of the building, the AG commissions a German test structural engineer to check compliance with the corresponding minimum requirements according to ECO-8.

The use of a central project, communication and management system (think project and in part. BSCW) and the O-Xilis cost control program is specified, and the accounting documents must also be prepared and organized in accordance with the RBbBAu
