The subject of the invitation to tender are project management services according to § 2 AHO (issue 9 of the publication series of the AHO Committee of Engineering Associations and Chambers of Engineers for the Fee Scale e. V., 5th completely revised edition; March 2020) of project stages 3 - 5 (action areas A, B, C, D and E) for the project "New construction of a 3-speed primary school including after-school care and sports hall in Schimmelstraße Halle (Saale)"

The subject of the tender are project management services for the construction of a 3-speed primary school including after-school care and sports hall.

The approximately 1 ha large property Schimmelstraße 6 is located close to the center in the city of Halle (Saale), in the eastern part of the Wilhelminian inner city ring around the old town. Due to the inner-city location of the property and the topographical conditions, the development of the new school location is a special challenge. The aim is to combine the functional and infrastructural requirements of the spatial programme and the inner-city situation with outstanding architecture/urban development quality. In terms of architectural design, high quality requirements must be met in accordance with the importance of the new school building as an important public building as well as the nearby monuments and high-quality solitary buildings. The design language, materiality and colouring should react to the location and be appropriate to the scale of the user "primary school child".

The new school building is intended to create a learning environment that promotes the initiation of learning processes. Structurally, the pedagogical requirements for individualization and inner differentiation of the teaching process, interactive learning with all senses, team development, all-day offers are to be made possible. The new school building is to be designed as a place to teach, learn and live and to be barrier-free for physical and sensory impairments. The entrances to the school are to be attractively connected to the street space as an interface to the public space.

Primary school and after-school care should see themselves as a single educational centre and synergistically implement a joint all-day educational offer. The aim is to make flexible use of the school and after-school care sector. It can be assumed that there are 300 pupils/285 after-school care places. Approx. 7,165 m² are planned as GFA. Outdoor facilities and outdoor sports facilities cover an area of approx. 6,100 m². A total cost budget of approx. € 23.49 million (gross) for KG 200 to 700 (DIN 276) is available for the project. For the partial construction costs of KG 300 approx. € 12.62 million gross and for KG 400 approx. € 3.30 million gross. This budget framework is considered a cost ceiling.

As part of the project qualification, a planning competition according to RPW 2013 with subsequent negotiation procedure without participation competition according to VgV was carried out for the planning services according to § 34 and § 39 HOAI. The allocation of the planning services according to §§ 51 and 55 HOAI has also already taken place.

The project management services required for the project in project stages 1 and 2 "Project preparation" and "Planning" will be provided externally until 30.06.2023 and must be taken into account as the later basis of the service advertised here.

The submission of the completed project stage 3 (as the basis of the tendered services) is planned for 30.06.2023 (submission of building permit). The completion of construction must ensure use at the beginning of the school year in the school year 2026/2027. The term specified in Section II.2.7 refers to this date.

A general contractor is to be commissioned with the provision of the construction work.

Depending on the availability of the necessary financial resources, the control task and the scope of control can be modified spatially, structurally or temporally by the awarding body at any time and supplemented by further measures.

The awarding authority expects that in the event of an assignment, the project team offered to ensure the scheduling is immediately and fully available. If necessary, an increase in team strength must be ensured to ensure that deadlines are met.
