In its ongoing resource planning, the client and other eligible broadcasters have determined that a promising implementation of the various projects cannot be guaranteed without external IT support. Due to the market situation in the area of IT personnel / IT services, it is currently becoming increasingly difficult to meet short-term needs and thus ensure one's own ability to act. Südwestrundfunk (SWR), as the contracting authority, and the eligible broadcasters therefore intended to make use of external "software development services for SWR and other beneficiaries" on a demand-oriented basis. These are exclusively services under a service contract.

As the client for the public service broadcasters, SWR intends to conclude a framework agreement for the provision of software development services in the field of "front-end development" in Lot 1. It is planned to conclude the framework agreement for Lot 1 with up to 4 economic operators. The public service broadcasters (listed below) and their subsidiaries and associated undertakings, provided that the public service broadcasters have at least 50% of the shareholding, are eligible for this framework agreement.
