The contractor will create a new environment and integrated application “Social card” that meets the current needs of the target groups (citizen, social worker, care provider included in the database, back office managers, ...) and the client. The assignment consists of 3 parts and a mandatory option:

1. Strand 1: development of a new application and migration of the data from the current database to the new environment

The contractor will provide for building IT infrastructure, building a database, migration of existing data, developing functionalities, creating a presentation layer, linking with external authentic data sources and developing web services for data exchange with other applications.

The application to be developed must make a high degree of progress over the existing application.

2. Part 2: corrective and evolutionary maintenance

This section concerns the performances that are intended to correct or change the application.

3. Part 3: support and operation

This section concerns the provision of a help desk where incidents must be reported and resolved.

• Mandatory option: transfer

This option must allow a new or subsequent contractor to take over the application.

The client believes it is important that the life-cycle costs remain low (licenses, updates, ...), that the technology used is tested and widely known, and that suppliers can be more or less easily switched. The client does not assume an pioneering role in the use of innovative technologies in the development of business applications, but prefers proven technologies. The client opts for certainty and follows the market evolutions. IT investments with a (relatively) too high risk of failure are avoided.
