The contracting authority for the contest is Birkenes Municipality and Lillesand Municipality, hereafter called the Contracting Authority.
The Contracting Authority would like to enter into a framework agreement with up to two tenderers for the provision of temporary staff services — cleaning staff. The distribution key for contracts under the framework agreement is in the contract terms, point 4.2.
The procurement will ensure that the Contracting Authority has access to temporary staff services for the hire of cleaners for municipal buildings when the need is not covered by our own staff. The hire of personnel will cover the Contracting Authority's need for personnel in times of short and long term absences.

The need will be to procure temporary staff mainly for illness, leave and holidays. The assignments will be of varying length. Birkenes Municipality and Lillesand Municipality currently have their own cleaners that carry out daily cleaning. Lillesand Municipality currently has its own employed temporary staff that cover the need, but envisages that the need for hiring temporary staff will be greater during the contract period.
The scope of the procurements is estimated to be NOK 2 500 000 a year, total NOK 10 000 000 over the entire contract period, including options.
The extent is only an estimate and is not binding for the Contracting Authority. The contracting authority's need can vary from year to year. The actual volume can vary based on changes in grants, activities and other framework terms.
The Contracting Authority would like to enter into a framework agreement with up to 2 tenderers. The framework agreement period is 2 years. The Contracting authority will have an option to extend the framework agreement for a further 1 + 1 year, to a total of 4 years including all options.
