The subject of the contract is the service of collecting and managing municipal waste from owners of residential and uninhabited real estate located in the Gorlice Commune, collected by them in accordance with the provisions of the regulations for maintaining cleanliness and order in the Gorlice Commune, and organizing a Stationary Station for Selective Municipal Waste Collection in Gorlice (called hereinafter: "PSZOK") and the provision of municipal waste collection services from owners of residential and uninhabited real estate from the Gorlice commune and their development - in accordance with the Resolution of the Gorlice Commune Council on the detailed method and scope of providing services in the field of municipal waste collection from real estate owners from the area Gorlice commune and the management of this waste, in return for the municipal waste management fee paid by the property owners.
1) Collection of mixed (unsorted) municipal waste with the code 20 03 01 stored in containers, containers or bags in areas with single-family housing and in workplaces, commercial outlets and service outlets, schools, institutions and other entities, as well as on the streets , squares and cemeteries;
2) Receipt of the following types of waste collected selectively:
(a) paper waste, including cardboard packaging, paper packaging waste and cardboard packaging waste (code 20 01 01, 15 01 01);
(b) glass waste, including glass packaging waste (code 20 01 02, 15 01 07),
(c) metal waste, including metal packaging waste, plastic waste, including plastic packaging waste, and multi-material packaging waste (codes 20 01 39, 15 01 02, 15 01 05, 15 01 04, 20 01 40) collected together (in containers and bags for collecting plastics);
(d) biodegradable waste with particular regard to bio-waste (code 20 01 08).
3) The waste listed in item 2 is collected in bags or containers by property owners in areas with single-family housing, as well as collected in bags, containers or containers at workplaces, commercial outlets and service outlets, schools, institutions and other entities; as well as on streets, squares and cemeteries;
4) Collection of separately collected municipal waste listed below:
(a) construction and demolition waste with codes 17 01 01, 17 01 02, 17 01 03, 17 01 07, 17 02 01, 17 02 02, 17 02 03, 17 04 07, 17 08 02, 20 03 99;
(b) used tires with code 16 01 03;
(c) bulky waste with the code 20 03 07;
(d) waste electrical and electronic equipment with codes 20 01 35 *, 20 01 36;
(e) hazardous waste arising in households (i.e. chemicals, waste batteries and accumulators, and others) with codes 20 01 13 *, 20 01 19 *, 20 01 21 *, 20 01 27 *, 20 01 29 *, 20 01 33 *;
(f) expired drugs with code 20 01 32.
5) management of received municipal waste in a way that takes into account the following conditions:
(a) as part of waste management, the waste collector is obliged to transfer the collected mixed municipal waste, biodegradable waste and residues from the sorting of municipal waste intended for storage to a regional municipal waste treatment installation, appropriate for the Lesser Poland region. The waste collector is obliged to indicate municipal waste treatment installations in the offer.
(b) for separately collected municipal waste other than the above-mentioned and other than paper waste, including cardboard waste, paper packaging waste and cardboard packaging waste, glass waste, including glass packaging waste, metal waste, including packaging waste from metals, plastic waste, including plastic packaging waste, and multi-material packaging waste and biodegradable waste, with particular emphasis on bio-waste as part of waste management, the waste collector is obliged to transfer it for recovery, and if recovery is not possible, in accordance with with the waste hierarchy referred to in art. 17 of the Act of 14.12.2012 on waste (i.e. Dz. U. of 2019 No. 701 as amended).
(c) in the case of selectively collected paper waste, including cardboard waste, paper packaging waste and cardboard packaging waste, glass waste, including glass packaging waste, metal waste, including metal packaging waste, plastic waste, including plastic packaging waste, and multi-material packaging waste, biodegradable waste with particular emphasis on bio-waste, the entity collecting waste is obliged to submit it for recovery in accordance with the provisions of the Act.
