The aim of the DPZW is to ensure that the Netherlands is resilient to freshwater shortages by 2050. This is the overarching goal for the five national (sub-)goals set in the Delta Programme freshwater supply 2015:
(1) promote a healthy and balanced water system,
(2) protect critical usage functions,
(3) improve the competitiveness of water-dependent sectors,
(4) use water effectively and economically, and
(5) develop water knowledge, skills and innovations.
Measures are needed to make the Netherlands resilient to freshwater shortages.
The DPZW is in line with the order of preference from the National Environmental Vision (NOVI):
(1) Take water availability into account in spatial planning and land use;
(2) Use the available water sparingly;
(3) Better water retention to ensure availability;
(4) Distributing water smarter across the water-demanding functions in an area;
(5) Accept and prepare for any residual) damage.
