Framework Agreement on Objection Management for Grid Expansion (Electricity)

The aim of the tender is to conclude a framework agreement to support the Federal Network Agency in processing incoming comments and objections, both within the framework of the process on the preference areas and the network development plan and as well as within the framework of the approval procedures for specific network expansion projects (objection management). The main purpose of objection management is to prepare for the hearing. After the hearing, the Federal Network Agency must be in a position to compare and evaluate the arguments put forward, the response of the project developer and any knowledge gained during the hearing. It is on this basis that the decision of the authority is made.

Objections can also be received in the participation phase within the framework of application conferences. Objection management (EWM) records the senders and contents of the respective objections, enables systematic processing of the individual arguments and serves to prepare further procedural steps.

It is currently assumed that there will be up to 208 proceedings. The estimated average values per procedure can be found in the price sheet. The actual values may vary significantly per process.

The framework agreement is designed to run for four years. Within the term of the contract, the specific individual call-offs are made as required in accordance with the Special Terms and Conditions of Contract (see Appendix 07).
